Govt to promote pisciculture in water bodies

To encourage fish culture in the water bodies and village ponds to keep encroachers away, the Delhi Cabinet has decided to approve a proposal of fish culture in the water bodies/village ponds.

The cabinet also decided to approve a proposal for setting up of dialysis centres in identified hospitals of the Delhi Government and to enhance the amount of cashless facility and increase in empanelled hospitals for Delhi-based freedom fighters.

After the Cabinet meeting, Chief Minister Sheila Dikshit said that the Government has decided to promote fish culture in the water bodies to overcome encroachment activities over the water bodies situated under gram sabha land. By virtue of a notification dated May 23, 1957, water bodies in the villages of Delhi became property of gram sabha. It has been noticed that due to increase in population, encroachment activities in various parts of the Capital city and at various places, these water bodies are being encroached by the people resulting in reduction in natural sources of water and depletion of water table in Delhi. Further, pollution of these water bodies started because of opening of drains and sewerage lines in the water bodies.

As per the provision of Delhi Land Reforms Act, 1954, it is the duty of gram panchayat to develop activities such as poultry farming and fishery. The Cabinet has decided to auction these water bodies for fishing activities on approved terms and conditions which includes utilisation of ponds for only fish and fish seed of cultureable varieties, not to further handover pond to any other person, no modification in the existing structure in the water bodies and not to do any activity which is not in conformity with the existing/future laws of environment. The ownership of lands/ponds shall continue to remain with the gram sabha.

The Delhi Government has given its nod to a proposal for setting up of dialysis centres in PPP mode in identified hospitals run by the State Government. This will effect manifold increase in the number of hospitals having such facility. The centres are going to be set up to meet the pressing need of patients suffering from end-stage renal diseases and requiring regular dialysis to remain alive. It is estimated that in Delhi approximately 8,000 patients need dialysis at any point of time including around 300 patients coming from outside Delhi.

The present set-up in Delhi Government hospitals is not sufficient to take care of the needs of the patients. The objective of setting up of dialysis centers is to provide the state of the art dialysis facilities at affordable cost to patients requiring this procedure. The Cabinet has also decided that the poor and identified patients would be able to undergo dialysis at the said dialysis centers without any payment / subsidised payment as per the policy of the Government from time to time.  The Government will bear the charges of dialysis of these identified poor category patients.

 

The Cabinet has also taken a significant decision to enhance limit of cashless facility and increase in empanelled hospitals for Delhi based freedom fighters by including 11 super specialty hospitals in the notified list. A scheme for free medical assistance for Delhi based freedom fighters was approved by the Cabinet in 1998 which was revised in 2001. As per revised scheme, Delhi-based freedom fighters were made entitled for cashless treatment upto Rs 1 lakh per annum in 25 hospitals.
