A divisive agenda in guise of Lokpal

If the Congress had chosen to emulate the Samajwadi Party, the RJD and the Shiv Sena and declared itself against the very idea of an all-powerful Lokpal, it would have earned the grudging respect of many Indians.

That the heart and soul of the Congress is not with a truly draconian Lokpal Bill as favoured by Anna Hazare and his sanctimonious claque is an open secret. It is also understandable that the Congress doesn’t want to take any effective steps that would make its use of discretionary powers answerable to some empowered ombudsman. Having exercised power for too long, the Congress genuinely believes that it is the natural party of Government. It is wary of curbs to its authority and, worse, an injection of the principle of accountability.

Subterfuge has been the Congress’ signature tune in dealing with the unexpected euphoria around Anna Hazare and his Jan Lokpal proposals. From trying to intimidate Anna, to launching its dirty tricks campaign, the Congress did its utmost to see that the movement against corruption didn’t become a prairie fire. In this endeavour it was partially successful: Thanks to unending prevarication and foot-dragging, the Lokpal issue became somewhat of a bore.

The Congress’ manoeuvres against the Lokpal proposals were a part and parcel of politics. People may or may not have liked it but few could deny that it was part of a normal political game — and the reason why politics is regarded as ethically suspect. Last Thursday, however, the Congress went a step too far. In seeking to divert attention from the inadequacies of the Lokpal Bill introduced in Parliament, the party proffered the mother of all distractions: A quota-based Lokpal.

Those familiar with history will recall that VP Singh announced the implementation of the Mandal Commission report in 1990 because he wanted to puncture a mammoth kisan rally that Devi Lal had convened in Delhi. A momentous decision with far-reaching consequences was taken for the flimsiest of reasons. This time too, the founding fathers’ abhorrence of organising public life on religious lines — they had just experienced the devastation of Partition — was casually discarded because the Congress wants to come in third place in the Uttar Pradesh Assembly election.

The results of springing the quota rabbit from the top hat were exactly as the Congress intended. The focus shifted from corruption and the ways to fight it to identity politics, particularly the issue of religion-based reservation for minorities. The BJP went ballistic over the minority quota whereas Mulayam Singh Yadav and Lalu Prasad Yadav forgot their objections to Lokpal and embraced the return of the Communal Award. Read with the introduction of the 4.5 per cent quota for minorities from the 27 per cent OBC share of reserved jobs and college admissions, last Thursday was a landmark in contemporary history. It was the day the political assumptions of the 1950 Constitution were thrown overboard by a cynical political class.

It is possible that the formal introduction of religious quotas may take a while. There is certain to be a judicial challenge to the Cabinet decision and this in turn will have a bearing on the final shape of the Lokpal Bill. The Mandal Commission too took many years before the implementation got under way and the Muslim quota (let’s face it, it’s really about a Muslim quota) will probably be the subject of prolonged litigation and, maybe, even a Constitution amendment.

The passage of the proposal will be protracted but what is not in any serious doubt is that a clear majority of MPs favour minority reservations and will be reluctant to oppose it in public. In short, the ideological and political battle over religion-based quotas has been lost even before the battle has begun.

The reasons are well known. For the past decade at least politicians in the Muslim community have mounted a spirited campaign for Muslim reservations on the grounds of natural justice. Regardless of the merits or otherwise of the proposal, what is extremely clear is that those who favour it are better organised to leverage their numbers during elections. Tactical voting has given the Muslim community a clout disproportionate to their numbers.

On the other hand, there is nothing that can actually be called a countervailing Hindu vote. Although the Ayodhya years were an exception, Hindus by and large are disinclined to vote as Hindus — they vote along class, caste and other lines but not on the basis of their Hindu identity. This naturally means that canny politicians don’t have to really bother about any reaction to minority appeasement strategies. The Muslim vote is far more purposeful.

Unless nationalist India awakens from its slumber, the country is faced with a potentially divisive agenda. If the religious quota secures judicial and political approval, it will only be a matter of time before there are demands for religious quotas in the judiciary, the UPSC, Comptroller and Auditor-General’s office and even university departments. To talk of the balkanisation of India is woefully premature but it would be safe to assume that the emotional balkanisation process is in an advanced state. There is an Indian identity that still holds its own, but it is only a matter of time before particularist identities overwhelm it.

I hope I am horribly wrong, but for India, the Lokpal Bill may turn out to be a costly misadventure.

    On a lighter note, the congress party has in fact formally acknowledged the failure of the so called secular politics of last 65 years (including congress rule of around 50 years). The Muslims have slipped in the social order so much that they need a quota for the entire community. Moreover, It is unfortunate that the liberals don’t bother about the fact that community relations between Muslims and others is at the lowest ebb, even after successive electoral victories of the so called secular polity. It would have been wise if the liberal commentators would have taken this opportunity to introspect.
    As far as nationalism is concerned, even basic form of nationalism is treated like ultra-nationalism and an extremist viewpoint. The liberal opinion makers have either meekly surrendered in front of the ultra-left or are being guided by the electoral diktats of the Gandhi Family.
    Moreover, There has been a systemic campaign to degrade the basic symbols of Indian nationalism e.g. controversies over singing of Vande Matram, hoisting of national flag at Idgahs/lal chowk , meek surrender in front of China & submissive handling of Pakistan in the name of safe economic growth. This has confused the sense of nationalism and diminished the sense of national pride among the common people.

    Therefore, nobody seems to be outraged at the actions of a frail government, which carries only electoral objectives. Therefore, it is the right time to start a revivalist movement to rejuvenate the nationalist feeling. It is indeed very difficult to come up with a campaign which is modern in its outlook and is capable of connecting with today’s youth. However, hope is bigger than a pope.

    The Great Secularists will rule this country till it is destroyed by itself.Hope this comes soon so that the thrashing of the Communal parties will stop. We all should vote only to the seculariist parties who do not believe in HINDUISM AND ITS CULTURE so that the destruction comes soon and only the Bharat will have no HINDUS AND ONLY NON-HINDUS..     Congress has blood of Hindus on its hand since the days of partition.Unlike many who have commented above,Hindus are likely to vote with their feet against Congress in 2012 and then 2014.Cynicism of Congress is likely to end with its defeats in the elections.

    If Congress is not stopped from stooping to any low to appease the minorities in their effort to create bulk vote banks without having any thought on India's unity and integrity & its interests, India's future, I fear, is doomed to a point of no return. The Congress's only concern is power for its family at any cost. This sort of appeasement should be stopped at any cost and OBCs be made aware of the negative impact the latest reservation will have on their reservation entitlements. Hindus, by and large, remain indifferent and ignorant to the looming danger that is hanging above their heads as Damocles's sword. The constitutional framers, especially Baba Saheb Ambedkar, had wanted the reservations to continue only for a decade but alas even after six decades it not only continues but continues to increase and widen to include many of our constitutional institutions on basis religion as well. The ruling family and the clique aligned to them are really bent on a dangerous & evil intrigues to harm India in their lust for power, which, if not curtailed, will bleed this nation to death as a democracy.

    Reservation doom is looming large on India's destiny.
    And with population uncontrolled particularly for reservation class , the country is doomed to face civil war in not too distant future.
    And Food Security Bill is going to cause another population explosion for the reason that those 65. % population being provided with food security will now exploit this security to double their population within next 20 years.
    RHINDUs can keep their thumbs twiddling and watch their death knell coming closer to them.

    Where is Hindu in India?
    India is clearly a divided country with following classes:
    1. Muslims & Christians.
    2. Dalits including STs.
    3. OBCs including SCs
    4. RHINDUS ( remaining Hindus).- mainly comprising middle class and rural Indians who practice the religion strictly.

    Imagine the Grand Old Party maligns any political party linking it with RSS and any other movement including Anna's to RSS and the stupid Media grabs the head lines and discusses it tirelessly. As if RSS is a banned organisation. Any Hindu organisation is maligned shamelessly by entire media what to call of Political parties who do it for votes.
    Congress does not hesitate to call Hindu terrorists but when it comes to Muslims , it dare not call Muslim terrorists. Why?

    This divisive agenda is now going too far and India is likely to go Pakistan way.

    Hindus are highly passive lazy defensive casteist animals.they nevr learnta ny lessons rom past history where in they ahd been tortured by islamic rulers and christian britishers as well as the atheist congress.Congress has ruiend india in the last 64 years of freedom but hindus never united to throw all anti hindu forces and parties.They had rather divided among themselves.Sone hindus do practise some aggressive postures but they are a very miniscule which donot affect electoral chances of congress.Rather congress has polarised all minority votes in its favour by doling out all types of favouritism and gifts.If hindus would not united polarised their future is dark and if sonia gandhi remain in power after 2014 LS electiona ll hindus would be killed by chriostasn and muslism or convert to save themselves.
