6-member panel to check pollution violations

With air quality in several parts of Delhi on the brink of entering into “severe” category, the Aam Aadmi Party (AAP) Government formed a six-member committee on Thursday to carry out surprise inspections to check violations on pollution. The contingency plan to combat pollution has already been set in motion by the city Government and agencies are making all out effort to effectively implement it. 

The committee has been directed to keep an eye on the violators and  ensure strict adherence and compliance of the rules and regulations mandated in the emergency Graded Response Action Plan (GRAP).

The emergency plan had already been enforced and some pockets and areas in Delhi are on the border line i.e. is on verge of entering the “severe” category from “very poor” category it has already raised alarm bell for the authorities who are strictly complying with GRAP.

The Delhi Government has pulled up its socks and is making all out efforts to combat pollution but in the backdrop of unabated stubble burning in Punjab and Haryana these measures offer little hope to Delhiites this winter as the burning of the bio-mass is the major cause of smog that engulfs Delhi each year.

“Inspections will be carried out to check ground level steps being taken by various municipal, local bodies and agencies like North and East Municipal Corporation of Delhi, PWD etc for prevention, control and mitigation of air pollution in Delhi,” said Imran Hussain, minister of Environment and Forest, Delhi Government.

The Minister has also sought the details and schedule of the operation of mechanical sweeping and sprinkling vehicles being operated by these bodies including the Public Works Department (PWD).

The satellite fire-map of the National Aeronautics and Space Administration (NASA) shared by the Delhi Environment Minister Imran Hussain on Wednesday explicitly portraying the unabated stubble burning by the farmers in neighboring states of Delhi amidst the enforcement of contingency plan is implicit of fact that Graded Response Action Plan (GRAP) would prove futile unless stubble burning is stopped. Earlier minister had also shared photographs showing stubble burning in fields of Punjab and Haryana.

The six member committee would constitute of representative of Deputy Commissioner (Revenue) not below the rank of Sub Divisional Magistrate , representative of Delhi Police not below the rank of Assistant Commissioner of Police, representative of PWD not below the rank of Executive Engineer, two representatives of MCD not below the rank of Executive Engineer from Engineering wing and assistant director from horticulture wing, two representatives of NDMC not below the rank of Executive Engineer from Engineering wing and Assistant Director from Horticulture Wing and representative of Delhi Pollution Control Committee (DPCC) - Area in-charge not below the rank of Environmental Engineer. Further, member secretary (DPCC) will accompany the minister during surprise inspections.
