Barnwal raps officials for pendency of cases at Jan Samvad

Principal Secretary to Chief Minister Sunil Kumar Barnwal today expressed displeasure over the nodal officers of the districts and departments underperforming in execution of cases pending in Jansamvad Kendra.

 It was found that more than 1,000 cases are pending in Palamu, Giridih, Hazaribagh, Chatra, Ranchi, Dumka, Dhanbad, Deoghar and Garhwa district. The Principal Secretary to the Chief Minister directed the Deputy Commissioners of all these districts to personally review the cases filed in Jansamvad Kendra every week and ensure that immediate action is taken. Barnwal was reviewing complaints in the weekly review meeting of Jan Samvad Kendra at Suchna Bhawan pn Tuesday.

In a complaint Baijnath Mahto, resident of Sonadah, Dhanbad, died in October 2017 due to natural disaster but his dependent was not given compensation so far. The nodal officer of the disaster management said that the post-mortem report of the deceased has not yet received.

On this, the secretary said that according to the Cabinet decision, there is a provision for compensation in the special circumstances of the disaster in which there is no need for postmortem but depending on the report of the responsible officer, compensation can be paid.

He ordered the department to compensate the dependent within a week, as well as he asked for a detailed report of such cases from the Home, Jail and Disaster Management Department.

Boundary wall of Bada Pond of Balthar Village, Deoghar, was damaged, due to which water and sand of the pond enters field during rainy days. Because of this, the farmers were suffering a lot.

The concerned nodal officer said that the acceptance of estimation has not been received from DC Deoghar so far. On this, Barnwal, ordered to issue a notice against Executive Engineer of the minor irrigation department and execute the matter within a week.

Despite the declaration of drought in six panchayats in Kairo,  Lohardaga in 2016, compensation has not been paid to the beneficiaries. On this the Principle Secretary instructed the nodal officer of Agriculture, Animal Husbandry and Cooperative Department to execute the matter before next Tuesday.

Computer operators working in the office of the Deputy Commissioner, Giridih are not paid for the work.

Official of the department said that it has to be done by an agency named Privilege Infotech Solution Pvt. The agency was paid more than the amount and the agency has left the job at present and even after several notices, agency is not responding. On this the Principle Secretary ordered the execution of this case by next Tuesday.

Lavdera dam of Lavdera village of Simdega is damage since past 10 years and the farmers are unable to make full use of the dam water.

The principle secretary instructed the Water Resources Department to issue a guideline to repair all damaged dams in the state.

Gujri Shah of Sahebganj has not been given benefits of Kanyadan Scheme even after applying 5 years ago.

The Principle Secretary ordered the Department Officer to send the report of this matter within a week. He also directed the Deputy Commissioners to review matters related to the scheme.

Prem Sheela, working as an Assistant Environmental Engineer in Jharkhand State Pollution Control Board, Dhurwa, Ranchi, died during service in November 2015, his dependent has not been given compensation or job on compassionate ground so far.

The principle secretary ordered to ensure the appointment of the dependent in a week.
