Congress and BJP engage in blame game over KMP

The Congress on Monday alleged that the Central and Haryana Governments are endangering the lives of commuters by inaugurating an incomplete Expressway in Haryana without any testing by engineers.

In a series of tweets, senior Congress leader and MLA from Haryana, Randeep Singh Surjewala said that the Prime Minister Narendra Modi should order an inquiry into it.

"PM Modi and CM Khattar are endangering the lives of thousands of commuters by illegally and forcibly inaugurating an incomplete KMP Expressway," he said.

Surjewala demanded to know why "no testing of KMP by engineers, illegally called as Partial COD (Commercial Operation Day)", had been done.

He said the third party consultant had refused to give 'completion certificate' and "even HSIIDC (Haryana State Industrial and Infrastructure Development Corp) refused to own responsibility for mishap"

However, terming the allegation of KMP being unsafe for commuters leveled by Congress leader Surjewala as irresponsible and ridiculous, Haryana Industries Minister Vipul Goel said that if left to the Congress, KMP Expressway would not have opened for yet another decade.

Vipul Goel said that the third party safety auditor in their report dated November 14, 2018 has found “the project road to be safe and reliable.” Further after a review of this report, the Independent Consultant had also on November 17 recommended that “the Expressway can be opened to traffic.”

The Minister said that both the third party safety auditor and the independent consultant had recommended operating the highway at 80 KMPH for cars and at 60 KMPH for trucks for the first month “to enable familiarization of road users to entry/exit points at interchange.”

The concessionaire has accordingly been advised by HSIIDC and has provided signboards depicting these speed limits and as well deployed sufficient number of marshals at entry/exit point, he added.

Goel further said that Surjewala should better devote his energies to introspection on the huge cost escalation due to prolonged delay during ten years of the Congress Government and also on the gigantic economic cost and grave health hazards to the people of North India.

Meanwhile, former Chief Minister and senior Congress leader Bhupinder Singh Hooda claimed that work on KMP Expressway had begun during his tenure but the present BJP Government is taking credit for the project. More than 90 percent work on this project was completed during Congress’ tenure, he added.

Referring to the inauguration of KMP, Haryana Congress chief Ashok Tanwar said that the funds for this road were provided by the Congress Government and the construction work had started at that time, but the BJP Government is claiming the credit for this road just by cutting a ribbon.
