Haryana CM announces incentives for Numberdars

Haryana Chief Minister Manohar Lal on Sunday announced a slew of incentives for Numberdars including doubling the monthly honorarium, providing them mobile phones and bringing them under the cover of Ayushman Bharat Yojna.

Making these announcements at the state-level Numberdar Sammelan organised at Mahavir Stadium in Hisar, the Chief Minister said that Numberdars would now get an honorarium of Rs 3,000 instead of Rs 1,500 per month, and it would be directly deposited in their accounts.

 Numbardars from all over the state attended the conference.

The Chief Minister said the previous governments neither gave Numberdars due honour nor paid them according to their status. In order to enable them to have better communication facility, Numberdars would also be provided with a mobile phone. Necessary directions have been given to the Irrigation and Water Resources Department, he added.

Numberdars would also be covered under the Ayushman Bharat Yojna on par with the families identified by the socio-economic and caste census and given health insurance cover of up to Rs 5 lakh annually. For the convenience of people and Numberdars, the remand powers of revenue officers in the cases pertaining to revenue have been withdrawn, he said.

Manohar Lal said, once in three months, a training programme would be organised for Numberdars to make them aware and update them with new policies, rights and their duties. At every Tehsil head office, list of Jamabandi Nakal related to the respective Tehsil has been provided online to avoid the farmers any hassles, he said.

Haryana is the first state to give a transformed look to the Panchayati Raj Institutions (PRIs) besides decentralizing powers by constituting an Inter District Council.  Today, representatives of PRIs and Urban Local Bodies in the state are well educated and this has helped in accelerating the pace of development, he said.

The Chief Minister further said that Haryana has bagged first rank and has been awarded under Swachh Survekshan Grameen 2018. Providing accountable and transparent governance is our priority. The Revenue Department work has been made online to avoid wastage of time and money and to put a curb on corruption, he added.

In 2014, chakbandi of 100 villages was pending out of which work in 50 villages has been completed. And, on the suggestion of panchayats, chakbandi may also be done again in the villages where it was done long back. The government has kept the target of zero inteqal.  Four years ago, there were 4 lakh inteqals pending in the state but now only 20,000 cases are pending. These cases pertain to the disputes which would be scrutinized at government level, he added.

 The Chief Minister also said  thatwork on e-Khasra Girdawri had also been started through e-Tab for the Kharif crops 2018 under which Nakal Khasra Girdawri would be provided online.

He called upon the Numberdars to work dedicatedly in their respective areas and perform their duty responsibly. They should make people aware about the welfare schemes implemented by the State Government so that the benefits could percolate down to the last man standing in the queue, he said.

Expressing concern over pollution, he said, this problem aggregated with the burning of straw in the fields. He urged Numberdars to make the farmers aware about the adverse affects of straw-burning to curb this practice.

Now almost all families in Haryana have gas connection. However, in case anybody is left out, Numberdars should play a role in providing them connections, the Chief Minister added.

Speaking on the occasion, the Finance and Revenue Minister, Capt. Abhimanyu, said Numberdars played an important role in serving as a link between the government and the people.

With the passage of time and advancement of technology, working of the Revenue Department has undergone a big change.  Even though most of the work is done online, the status of Numberdars remains relevant and the government is committed to further strengthening this institution. They should come forward and join the government in providing a transparent an answerable administration to the people of the state, he added.
