Help for people who failed to get building permit

The South Delhi Municipal Corporation (SDMC) has decided to provide an opportunity to those who failed to get construction permit of their building plan under its ease of doing business (EODB). The officials of the building department have been instructed to incorporate provision of filing appeal in rejected cases so that the misconceptions in the system could be corrected, a senior SDMC official said.

Addressing officials of the concerned agencies and departments in an interactive workshop organised by the SDMC, DS Mishra, Secretary of  Union Ministry of Housing and Urban Affairs (MOHUA) said the architects should become partner in improving the system so that the ranking of the country in ease of doing business could be substantially improved. 

He asked all the stakeholders to implement four  mantras-Reform, Perform, Transform and Inform for percolating down the benefits of EODB to the users. “The concept of EODB is being promoted by Prime Minister Narender Modi, the MOHUA is keen to make it more pointed, smooth, more transparent, result oriented and flaw less,” he said.

Mishra said that earlier our country was at ninth place from the bottom but presently only three countries are above our country in the top ranking.  A number of countries including China are willing to learn tips from us to improve their rankings, he said.

EODB is not only facilitating ease of living but also helping in making New India-2022.  In order to move further in the direction of New India- 2022, EODB is being replicated in 1450 cities including 440 AMRUT cities having more than one lakh population in the country, he said.

He was speaking in an interactive workshop organised on reforms under ease of doing business- construction permits through on line system by all the three corporations in the National Capital.  The workshop was attended by than 100 architects’ senior officers’ concerned agencies and departments and Commissioners of MCDs.

SDMC Commissioner Dr Puneet Kumar Goel said that intention of organizing this interactive session was to get the feedback from architects and create awareness about the reforms undertaken by the corporations. “The on line system of construction permit sanction has come a long way with substantial reduction in the number of procedures, number of days and cost involved. The number of processes is to be further reduced from 16 to 9 and time taken in sanction plan from 91 to 37 days,” he said.

 Goel added that the system has taken a little time to become well- oiled as multiplicity of authorities and rules had been hindrance earlier. He asked the building department under three MCDs to submit separate lists of 10 rejected and referred back cases in order to assess the problems and their rectification. 

To tackle the obstacles in issuing the completion certificate, Goel instructed officials to organize a separate workshop for the junior engineers to make them aware about the characteristics of the system.
