Till then they need to cough up hefty fine at toll gates as system comes into effect at midnight 

The South Delhi Municipal Corporation (SDMC) on Friday announced that only those commercial vehicles which have radio-frequency identification tags (RFID) will be allowed to enter the national Capital after three weeks.

With the RFID system coming into force at 13 busy border points from August 23 midnight, non-RFID vehicles will have to pay penalties in order to enter the city. However, after three weeks, non-RFID vehicles will not be allowed to enter the city, SDMC authorities said.

“After three weeks, those without RFID will not be allowed to enter the city,” a senior corporation official said.

The 13 entry points receive 85 per cent of the incoming traffic in Delhi. Once a person buys an RFID tag and it is pasted on his registered vehicle, the environment compensation charge will be deducted at the 13 toll plazas automatically.

The sale of tags will continue on the points-of-sale (POS) installed at 13 RFID toll plazas. Additional six points have been set up in satellite towns of UP and Haryana.

The SDMC had earlier extended the last date for pre-registration and subsequent issuance of RFID tags from August 16 to August 23, considering difficulties being faced by owners of commercial vehicles and taxis in getting pre-registered and subsequently obtaining RFID tags for entry into Delhi from 13 toll plazas.

Additional Commissioner of SDMC Randhir Sahay said after Friday midnight, non-RFID vehicles will have to pay twice the basic amount of environment compensation charge in the first week. It will become four times in the second week and six times in the third week. “After three weeks, the entry of non-RFID commercial vehicles will be completely banned,” he added.

Around 12 to 15 thousand RFID tags are being issued every day, Sahay said, adding that the civic body has issued 1.63 lakh tags and expecting the figure may cross around 1.75 lakh at Friday midnight.

RFID tag aided system facilitates entry of commercial vehicles without any stoppage at toll plazas, cashless transaction, and automatic deduction of the amount of the Environment Compensation Charge (ECC) and MCD toll, completion of the process within three seconds, permanent solution of the congestion at toll plaza and no visibility of long queues apart from containing air pollution, the official said.

The officials said that to recharge the RFID tags through mobile handsets, customers can download ‘MCD Toll App ‘from the mobile play store by registering their number. The RFID system will help smoothen the traffic movement and bring down pollution levels, he added.

The civic body had introduced this system with an aim to curb air pollution, congestion and to reduce time taken to get commercial vehicles enter Delhi. The RFID based toll system is already functional at Kundli, Rajokari, Tikri, Aya Nagar, Kalindi Kunj, Kapasehra, Shahdara (main), Shahdara (flyover), Ghazipur (main), Ghazipur (old), DND Flyway, Badarpur-Faridabad (main) and Badarpur-Faridabad (flyover) toll plazas. The 13 entry points cater to the entry of around 85 per cent of traffic entering Delhi.
