NRC across India to deport all infiltrators: Shah in RS

Asserting the Modi Government’s tough stance against illegal immigrants in the country, Home Minister Amit Shah on Wednesday said in the Rajya Sabha that the Centre will identify them and turf them out from every inch of the country.

This response by the Home Minister came in reply to a question by Javed Ali Khan (Samajwadi Party) whether the National Register of Citizens (NRC) will be implemented in other parts of the country as well. Currently, the NRC is being updated under the strict monitoring of the Supreme Court in Assam, and July 31 has been set as a deadline for final publication of the registered data.

Replying to Khan’s supplementary during the Question Hour, Shah said, “It is a very good question. The NRC is part of the Assam Accord and was also in (BJP’s) election manifesto based on which the Government has come to power. The Government will identify illegal immigrants living on every inch of the country’s soil and will deport them as per the international law.”

Earlier, Minister of State for Home Nityanand Rai said the Centre has received many representations for extending the NRC deadline in Assam adding a petition signed by about 25 lakh applicants was submitted to the Centre and the President demanding extension to correct anomalies.

Since many genuine names have been left out and many bogus names are registered, the Minister said, “So the Government has requested the (Supreme) Court to extend the time for this purpose.”

He also said there will be some delay but the NRC will be “implemented properly without any faults,” asserting that the Government’s intention is to ensure no genuine citizen is left out of the NRC.

To a query on number of Rohingya Muslims in India, Rai said, the Government does not have an accurate data. “They are spread across the country. Some of them have gone back to Bangladesh. We will get the data soon,” he assured the House. The Government’s intention is to ensure no illegal immigrant is registered under the NRC. Foreigner tribunals have also been set up to curb illegal stay of foreigners in India, he added.

As some MPs expressed concern over rising number of crimes against children, Minister of State for Home G Kishan Reddy said the Government will soon set up fast track courts to clear the pending 1.6 lakh cases of crime against children and further strengthen the Prevention of Children from Sexual Offences (POCSO) Act with stringent penal provisions.

A proposal will be moved for seeking Cabinet approval to amend the two key laws in this regard, he said adding the Government intends to clear the pending cases within two years. Besides, the Government will amend the POCSO Act to further strengthen it with penal provisions.

To a member’s observation on the National Crime Records Bureau (NCRB) report stating rise in crime rate, the Minister said earlier the cases were not reported and the reporting of crime has increased with the launch of online portal after the Nirbhaya incident. Number of cases registered has also gone up after it was made compulsory for police to register such crimes and investigate the matter within four months, he added.

About 12,609 rape cases were registered under the POSCO this year. Of this, chargesheet was filed in 6,222 cases and 2,397 cases which were registered less than two months ago are under investigation.

There are about 3,590 cases registered more than three months ago, he said.

Expressing concern over cyber crime threats to children, Reddy admitted it is a serious issue and going to be a big challenge for the nation and in the world in future. “Our Government is taking steps like launch of cyber crime portal,” he said.

To a query on steps taken to curb woman trafficking, the Minister said the Government has launched a cyber crime portal for registration of complaints. Besides, the Government is going to ask the National Investigative Agency (NIA) to look into the matter.
