56,171 challans issued in Chandigarh under new traffic rules

As many as 56,171 challans have been issued in the union territory of Chandigarh after the implementation of Motor Vehicles (Amendment) Act 2019, which came into effect from September 1 onwards.

This was stated by the Union Ministry of Road Transport and Highways in a reply to a question tabled in Lok Sabha on Thursday.

It stated that after the implementation of provisions of Motor Vehicle (Amendment) Act, 2019, 56171 challans were issued in the city. Overall collection from traffic rule violations this year till now stood at Rs 5.58 crore (Rs 5,58,25,650) in the city. The challans are being referred to courts and actual revenue is not available, the reply stated.

On impact of the new traffic rules, it stated that eight road accident fatalities were reported in September and October 2018 while two such cases have been reported during the corresponding time period this year.

Notably, the Chandigarh Administration had earlier this month decided not to reduce the high traffic fines under new rules, implemented from September 1. The decision was taken at a high level meeting chaired by Punjab Governor and UT Administrator VP Singh Badnore here.

As per the data tabled in Parliament on Thursday, as many as 24401 challans have been issued in neighboring Punjab after the implementation of new traffic rules and an overall collection from traffic rule violations stood at Rs 85.64 lakh.

The Congress ruled Punjab had decided against implementing the new rules.

In BJP ruled Haryana, 99962 challans were issued from September 1 onwards and an overall collection from traffic rules violation this year stood at Rs 72,18,84,608 (72.18 cr) till now.

The data revealed that 497 road accident fatalities were reported in September –October 2018 and this year the number of accident fatalities during the same period stood at 438 in Haryana.

In another BJP ruled state- Himachal, a total of 1,41,529 challans were issued under the new rules till now and an amount of Rs 4.47 crore is collected from the challans.

Notably, from jumping the red light signal to not wearing a helmet, the challan had gone up multi-fold under the new rules from September 1. The penalty for driving without a license was increased from Rs 500 to Rs 5000 while fine for not wearing a seatbelt now attracts a fine of Rs 1000 as against Rs 100 earlier.

The new rules had also enhanced the penalty for drunken driving to imprisonment up to 6 months and/or fine up to Rs 10000 for first offence and imprisonment up to 2 years and/or fine of Rs 15000 for the second offence. Similarly, penalties for other traffic violations had seen multifold increase.
