ACB wants to probe DTC marshal hiring allegation

The Anti-Corruption Branch (ACB) has written a letter to the Chief Secretary of Delhi (CS) Vijay Dev requesting permission to investigate allegations regarding hiring Civil Defense Marshals that involves District Magistrate (Shahdra) Kuldeep Pakad and Divisional Commissioner Rajeev Verma for making illegal domicile (Delhi) certificates of around 400 candidates from Rajasthan. The ACB has received complaints from the public and also from Leader of Opposition (LOP) Vijender Gupta that there is a scam in appointing marshals for Delhi Transport Corporation (DTC) and Cluster buses.

Pakad, an IAS officer was also transferred from the post of DM, Shahdra on Tuesday by Lieutenant Governor Anil Baijal for allegedly creating and issuing forged 'domicile certificates' to about 400 people from Rajasthan to help them get jobs as a Civil Defense marshals in the DTC and Cluster buses. As per sources, Pakad has been appointed as Special Secretary in the Department of Delhi Urban Development.

According the rules of DTC and Delhi Government, only those having  domicile status of the national Capital can apply for the post of Civil Defense Volunteers (CDV) as marshals in DTC and Cluster buses.

A person from Delhi's Karol Bagh area submitted a complaint to Prime Minister Narendra Modi and Chief Minister Arvind Kejrwal about the alleged scam.

"The ACB has received a complaint from the Delhi Member of Legislative (MLA) and LoP Vijendar Gupta on the matter of alleged Civil Defense Volunteers scam. The plaint involved the name of IAS officer Kuldeep Pakad and Divisional Commissioner Rajeev Verma. Thus under the Prevention of Corruption Act 1988 (Section 17A), the permission of CS is required to proceed the investigation," said the ACB in the letter.

The letter further says that as per the complaint, Pakad tried to appoint 400 people from Rajasthan as CDVs in DTC and Cluster buses as marshals by changing their address in Adhar Card to show them as the residents of Delhi. It has also been alleged that the officer issued fake certificates and provided training even before the appointment.

"The scam involves senior leaders, IAS Officers and has wide ramifications outside Delhi and would require investigation needing cooperation from these States. Therefore an in depth investigation by CBI is required into the matter to bring all the culprits in public. It has also been reported that a bribery amount of Rs 2 Lakh has been took from each candidate," alleged Vijendar Gupta.
