Delhi has ranked on the top in terms of Court Infrastructure in India leaving behind Kerala, Meghalaya, Himachal and Haryana States. Releasing Vidhi Centre for Legal Policy report, Delhi Chief Minister Arvind Kejriwal thrust on upgrading court infrastructure has brought such results.
According to Vidhi Centre report published in August month, Delhi is the only state to have court complexes in accordance with National Court Management Systems (NCMS) committee. With this announcement, Aam Aadmi Party (AAP) claimed that it is because Kejrial has prioritised expansion of judicial infrastructure to provide speedy justice for all residents of the city.
"The Chief Minister had directed the law department in the first year of the Government itself that availability of funding should never come in the way of building court infrastructure," Delhi Government said.
Quoting the report, Delhi Government in its official statement said, "The impact of his infrastructure push is seen through this report. The survey shows that only one State (Delhi) and one Union Territory (Chandigarh) have court complexes that meet NCMS standards. Overall, Delhi (90%), Kerala (84%), Meghalaya (75%), Himachal Pradesh (70%) and Haryana (70%) were the best performing States across all parameters." Based on a survey conducted by Vidhi Centre for Legal Policy in collaboration with Justice, Access and Lowering Delays in India (JALDI) and Tata Trusts, across 665 district courts in India, 6650 litigants were interviewed across 36 States and union territories."
Interestingly, the nine parameters include the location of the court complexes, navigation, waiting areas, hygiene, barrier-free access, case display, amenities, security, and website.
"Delhi is among the top performers across all parameters. Not only does Delhi came out on top in the overall rankings, it ranks number one across parameters such as hygiene, waiting areas, getting there," it stated.
Notably, the report further highlighted that Delhi is in second place when it comes to security and website, and third in barrier-free access, navigation, case display, and amenities. Delhi has achieved a 100 per cent score in terms of accessibility, parking areas, equipment of the waiting areas, and hygiene in the court complexes. The State has also performed well in parameters such as security, website, and case.
