CM stresses on achieving project targets within deadline

Targets fixed for various projects should be met within the set time frame without fail. Chief minister Trivendra Singh Rawat issued this instruction to officials while chairing a meeting to review functioning of Irrigation and Tourism departments at the secretariat here on Friday. He reviewed the key performance indicators on the CM dashboard to ascertain the efficiency of the departments during the meeting held in the secretariat.

Rawat said that the officials should visit the sites every month and check the work progress. The works should be inspected in the field also from the secretary level, he said while adding that arrangements should be made to immediately repair the tubewells not functioning properly. If needed, additional pumps should be arranged to ensure that the farmers do not face lack of water for irrigation.

The Chief Minister said that Saung and Jamrani dams are big projects. The design, forest clearance and environmental clearance processes for Saung dam should be expedited.

The responsibility of a senior official should be fixed for this purpose, he said. All clearance related works for the Jamrani multipurpose project should also be completed soon.

A sum of Rs 47 crore has been released for the initial phase of the Jamrani dam project. Rawat also directed officials to speed up the construction of lakes at Gagas in Almora, Tharkot in Pithoragarh, Kolidhek near Lohaghat and Lwali in Pauri. He also directed that the drinking water at Bhauri in Haridwar district be checked to resolve the problems being faced by the residents there. A water quality laboratory should also be established, said the chief minister while also seeking information about the Tyuni-Plasu hydro power project. Officials informed that all clearances related to this project will be secured by the end of September. It was also stated in the meeting that reconstruction of safety works along the Mandakini river in Kedarnath had been completed. The work on the sewerage treatment plant at Jagjeetpur in Haridwar will be completed by November this year.

Similarly, the construction of sprinkler based lift irrigation scheme for five villages in Vikasnagar area of Dehradun district will be completed by March 2020.

Officials further informed that a memorandum of understanding had been signed for establishment of floating solar power plant in the State. Work is underway on its detailed project report, tenders and construction. Once complete, this plant will generate a revenue of Rs three crore per year.

While reviewing the works of the Tourism department, the chief minister directed officials to draft well thought out plans for development of theme-based tourist destinations in each district. Master plans for new tourist destinations should also be drafted without delay. It should also be ensured that the works are visible on the ground in time.

The department has empanelled six technical advisors for 13 districts 13 destination scheme. Works have been marked for in the first phase while a sum of Rs 50 lakh each has been allocated for each district magistrate. Rawat directed officials to expedite construction of the Surkanda Devi ropeway. While work on the Purnagiri ropeway is underway, the seismic and internal suvey for the Kedarnath ropeway has been done.

The work is also underway for the Nainital and Yamunotri ropeways, said officials while informed that 27.35 lakh people had undertaken the Char Dham Yatra so far this year.

The Irrigation and Tourism minister Satpal Maharaj, chief secretary Utpal Kumar Singh and other officials concerned were also present in the meeting. Later during the day, the CM also reviewed the higher education and dairy development departments.
