CS for practical approach in revenue collection

Stressing on adopting practical approach in revenue collection works, Chief Secretary Dr DK Tiwari today asked officials to link it with officers’ performance. Holding a review meeting of departments related with the work of revenue collection, the CS instructed officers here on Friday to study the revenue collection model of other states too.

Dr Tiwari asked to implement good points of other States’ models in Jharkhand and change laws and norms if required for the same. As necessary, he asked to get amendment in the rules before March 2020. He instructed to do right assessment for revenue collection and adopt practical approach.   

Stressing on the need of self sustenance of urban civic bodies, the Chief Secretary said that the bodies should fulfill all their needs from their own resources. This requires correct assessment of the civic body areas. Revenue collection and planning etc. should be made on the basis of that only.

Emphasising transparency in the mutation and registration, the Chief Secretary said that the department should constantly monitor it. He asked to take action on the officers who are found to be biased in this matter and instructed to remove some intricacies even in the registration of flats. At the same time, the department has been directed to remove some ambiguity in fixing land revenue in the name of commercial and industrial as soon as possible.

The CS said that the district mining officers should be more alert and active. The Department of Mines and Geology has been directed to effectively curb illegal mining. The department officials informed that certain action has been taken in Sahebganj and Pakur. 24 cases of illegal mining and transport have also been registered and Rs 47 lakh has been recovered from them.

Dr Tiwari directed the Transport Department to develop a system of prohibition on commercial use of private vehicles. At the same time,

to curb the tax evasion being done by changing the nature

of vehicles, he directed that

no DTO will do the work

of changing the nature of

vehicles. This work will be done from the headquarters level. He directed to check the record of changing the nature of vehicles within four months, and said that strict action should be taken against

those found guilty. Instructions were also given to check vehicles coming from outside and permits.

The CS directed the Excise and Prohibition department to strictly prohibit the manufacture and sale of illicit liquor. He said that they should also take the initiative to punish such people. “If you need to study good patterns of other states, then amend your Act and Rules too,” he said instructing action on illegal import of foreign liquor worth about Rs 4 crore caught from trucks coming on fake permits from outside states. Five big traders of illegal country liquor have been identified and action is being taken against them.

Directing the CommercialTaxes Department to stop the tax evasion leakage, the CS has asked for an effective system. He said that like other states, make operating systems as soon as possible after doing data analysis. He also directed to capture fake invoices and take action on the culprits. It was informed by the department that 1,948 fake invoices have been caught. Of these, an FIR has also been registered on 69.
