A group of Delhi University (DU) teachers has written a letter to the Vice-Chancellor (VC) on Sunday seeking his action on the appointment of guest teachers violating the rules of University Grants Commission (UGC).
According to the guidelines, a college or the university appoints a guest teacher, when the permanent lecturer of a particular subject is on leave or on maternity leave for months or year. But the teachers have claimed that many colleges of DU are appointing teachers on pre-existing vacancies such as appointments against teachers who are proceeding on various kinds of leaves and also against those who are retiring from the job and others.
"Colleges of Delhi University are holding interviews for appointment of guest teachers as per communication received from the University. No doubt if these appointments are made against additional workload which was over and above the sanctioned UGC posts then around 1500 guest teachers who were working on guest basis in last session would be appointed," said the teachers.
The teachers further said in the letter that University has not approved adhoc appointments in various Departments and as per our knowledge directing Heads of the Departments to make appointments on guest basis only.
'This is very dangerous and if proper and prompt action is not taken immediately then thousands of adhoc vacancies would be converted into guest positions in November. Appointments on guest basis are always considered as temporary arrangement till second tranche posts are sanctioned to various colleges by UGC," said Pankaj Garg, former member of Academic Council and member of Indian National teachers Congress (INTEC).
If guest appointments are made like this as a regular feature, UGC may not sanction 2nd tranche posts to the colleges. You are requested to ensure that these guests appointments are made on additional workload and that too for short period till 2nd tranche posts are approved by the UGC and also that 2nd tranche posts are sanctioned immediately by the UGC.
