E-challan launched to curb traffic violations

In a bid to curb road and traffic violations such as red light jumping, speeding of vehicles, driving without seat belts, drunken driving, the Delhi Police Commissioner Amulya Patnaik and the Special Commissioner of Police (CP) (Traffic) Taj Hassan and Director General (NIC) Neeta Verma on Friday launched e-challaning system and e-payment gateway which will improve prosecution against traffic violators and ultimately achieve better road safety standards in Delhi.

The Pioneer was first to write on this scheme which was to be implemented by the Delhi Police.

“The system is an important milestone in deploying cutting edge technologies for improving prosecution against traffic violators and achieves better road safety standards in Delhi.”  The Commissioner of Police, also indicated the growing need for increasing technology based systems in Traffic Police.

The E-challan devices are enabled with active GPS where the challaning officer and the violator, both can be logged/tracked to a particular geo-location.  This is an important tool for evidence to establish the credibility of the prosecution. All other modes of technical prosecution like the camera violation app etc. are also connected to the e-challan system so that the data is updated regularly and sent to the NIC on realtime basis.  Now the challaning officers in Delhi will have access to the vehicle/driver violation history instantly.

The devices are 4G compliant and dual SIM and come loaded with a host of features. The industrial grade device is capable of withstanding the harsh weather of Delhi.  It has fingerprint biometric capturing capacity.  It also has the card reader facility to capture the details of the licence or the registration as the case may be. The Debit/credit card reader facility is available for making payments digitally. 

There has been another simultaneous and enabling technical initiative in the form of payment gateway of Delhi Traffic police for accepting payments for the traffic violations recorded/observed by various equipment installed in the field. The SMS notice sent to the violator contains the details of the violation and the link to verify it.  The violator can upon satisfaction, pay the fine online.

The residents of other states and who have been served upon the violation notices can now pay online and need not to visit Delhi for making the  payment of a traffic notice.

During the testing phase, 60,3503 challans were issued using the new e-challan devices as a result of which, compounding amount of approximately Rs 9.5 crores was collected.

“During the trials and testing stage of the e-payment gateway and the e-challan system 28,024 notices have been compounded, out of which 16,369 were done using e-option which amounts to around 58.41% of the notices of traffic violations being compounded using the e-option.  The statistics is a clear indication of the impact and reach of the e-challan system and the e-payment gateway.  It also augurs well for achieving better compliance in future as the systems get known to the public with publicity,” said a traffic police official.
