Election training for political parties

Taking into consideration, the upcoming Lok Sabha and Vidhan Sabha polls, a training session was organised for the representatives of different political parties on Friday. The training session organised by Ranchi district administration focused on the concept of preparing worry lists, demarcation of sensitive booths, ensuring basic facilities at the polling stations including the concept of Voter Verifiable Paper Audit Trail (VVPAT) and Electronic Voting Machines (EVMs).

Ranchi DC Rai Mahimapat Ray instructed the officials to identify and prepare the list of polling booths that recorded minimum voting percentage during the previous elections. “The list of booths with low voters’ percentage (less than 50 percent or even less) must be submitted to the administration pointing out the prime reasons. As per the requirements, different measures will be adopted at these polling stations. The concept of worry list has been adopted to ensure maximum voters’ turnout, this year,” said the Ranchi DC. “Identification of polling booths at 2 Km for the convenience of the voters must be ensured by the officials, besides putting camps to ensure enrollment of left out voters. Regular awareness drives must be hold to sensitise the voters’,” added Ray.

Meanwhile, the master trainers during the meeting made the political party representatives including the district administration officials familiar with the guidelines, Model Code of Conduct violations, VVPAT usage including the android based mobile application service – cVIGIL launched recently by the Election Commission of India (ECI). 

The master trainer – Jaseem Akhtar elaborately explained the concept of VVPAT besides focusing on the concept of cVIGIL mobile application. cVIGIL is an innovative mobile application for the citizens to report Model Code of Conduct and other related violations during the elections. The android based mobile application works within the specified jurisdiction and will be operational for a limited period. After the implementation of Model Code of Conduct, the mobile application starts functioning.

As per the master trainers, for the first time to counter the cases of Model Code of Conduct violations, the c-VIGIL mobile application service will be used in the State, considering its response time. The maximum response time to address the grievances within the stimulated time is 100 minutes. The complaints first get registered with the district control room and further transferred to the national portal, as per the urgency.

Besides, the Master Trainers informed the participants about the VVPAT functioning and shared a detailed description about the election guidelines in the presence of District Election Officer Geeta Choubey, Executive Magistrate Shweta Ved including other senior officials. Representatives of Congress, AJSU, BJP, CPM, BSP including a few others political parties were present during the training session.
