Haryana Assembly poll: BJP releases manifesto

The Bharatiya Janata Party on Sunday released its election manifesto for the October 21 Haryana Assembly polls, making a host of promises including interest-free crop loan of up to Rs 3 lakh to farmers and providing skill development training to 25 lakh youths.

The manifesto titled 'Mhare Sapne Ka Haryana', which the party described as 'Sankalp Patra', was released in the presence of BJP working President JP Nadda, Chief Minister Manohar Lal Khattar, state party president Subhash Barala and other senior party leaders here.

“It is a commitment paper and it is a serious and studied document. This is a pragmatic and practical paper that represents all sections of the society,” said JP Nadda while talking to the mediapersons here.

The BJP has promised to give collateral free loan of up to Rs 3 lakh to people belonging to the scheduled caste community, if voted to power again. The saffron party has also pledged to give interest-free crop loan of up to Rs 3 lakh to farmers.

For skill development of youth, the party has said that it will form a Ministry of Youth Development and Self Employment in Haryana. Along with this, the government will also impart skills to 25 lakh youths by spending Rs 500 crore.

JP Nadda said that this commitment paper focuses on addressing a person sitting on the last pedestal. There will be old age pension of Rs 3,000. Haryana will be made tuberculosis free and farmers' income will be doubled by 2022, he said.

He said 1,000 'khel' (sports) nurseries will also be set up in the state.

The focus will also be on comprehensive healthcare, said Nadda, adding that 2,000 health and wellness centre will be set up in the state.

The manifesto said, the party will make a legal provision to ensure farmers don't have to mortgage more than 1.25 times land of the loan amount. It promised to make women and children anaemia-free in the next five years.

The saffron party has pledged that it will ensure free education in government educational institutes up to post-graduate level for two girls per family having income less than Rs 1.80 lakh per annum or land holdings up to five acres. The party has also mentioned the starting of pink bus service for girl students. Along with this, self-defence training will be given to the students and special centres to help women will be established in the state.

In its manifesto, the BJP has also promised a task force to clean Yamuna, Ghaggar and other rivers. It also said, it will try to make Haryana the first state in the country to be free of single-use plastic.

The party has further promised to remove the salary discrepancies of all the employees of the state.

Other promises included farmers coming to sell produce to get Rs 10 'Kisan Thali' in every 'Mandi' and sugar mill, Kisan Kalyan Pradhikaran to be set up with Rs 1,000 crore budget, alternative Crop Mission to be established, livestock to be tagged and collection centres to be set up for cow dung and urine, a Rs 500-crore fund will be kept for agri marketing, branding and packaging.

Emphasis on youth, farmers and poor: CM

Releasing the manifesto, Chief Minister Manohar Lal Khattar said that the BJP's ‘Sankalp Patra’ is based on the principles of 'Ram Rajya'.

He said, “We have delivered on our promise of zero tolerance for corruption and transparency and would continue to do so.”

The resolution paper has taken care of every class. Special importance has been given to sportspersons, youth, farmers and poor class, he said.

The Chief Minister said that the DC rate will be strictly enforced in all outsourcing jobs in Haryana. Special benefits will be given to industries providing more than 95 per cent employment to the local people of Haryana, he announced.

“We have promised to make a provision to increase the amount of all pensions according to annual inflation,” he added.

The Chief Minister claimed, the manifesto of the Congress with focus on loan waiver to farmers and job reservations to women was unrealistic as it needed Rs 1,26,000 crore to fulfill the poll promise.

“It is totally unrealistic with no budgetary provisions. Our manifesto needs a budget allocation of Rs 32,000 crore that can be easily meted out through state funds,” he said.

Manohar Lal added, his government would give benefits to farmers in the form of better prices for their produce.

Manifesto committee chief OP Dhankar informed that the party has given attention to every section in the 32-page resolution. 1.70 lakh suggestions were received for preparing the party’s resolution letter, he added.
