A weeklong training programme on Capacity Building-Demand Based Short Term Course on Environmental Accounting on SEEA Framework was inaugurated at IIFM on Tuesday.
The two day event is sponsored by Directorate of Economics and Statistics, Government of Himachal Pradesh, commencing from Tuesday will continue till Friday at IIFM Bhopal.
The genesis of the programme begins with a request received from Vinod Rana, Economic Advisor, Government of Himanchal Pradesh to conduct a one week training programme for the officials of State.
For this programme 15 participants were nominated by the Directorate of Economics and Statistics,. Govt. of Himachal Pradesh. Out of 15 participants 13 participants were registered in this programme.
This training programme was inaugurated today at IIFM and the occasion was graced by Pankaj Srivastava, IFS, Director IIFM, Prof. CS Rathore, Dean, Prof. Sandeep Tambe, Chairperson-MDP Cell including Programme Directors, SP Singh, Pradeep Chaudhry, IFS, Asha Khanna
It was informed by the Programme Director, this programme has two important and integral course module. Course Module-1 deals with the class room sessions consisting of wide dimension covering various aspects of Environmental Accounting on SEEA Framework.
Three days class room sessions would be conducted at IIFM and the Module-2 consists of two days Field Work programme at World Heritage site, Sanchi and eco-tourism site at Halali dam and interaction with the villagers, assessing the cost benefit analysis of “gau-kasth” (conversion of cow dung into brikket) on machine installed at Anarkali Gau-Shala to reduce the fuelwood dependency from forests.
The field work activity would also be carried out at Betwa River, Vidisha to develop a SEEA Framework based on practical applications and in different dimensions / horizon.
Pankaj Srivastava has emphasized the valuation techniques is similar to the banking transaction assuming that natural ecosystem is the bank from where we withdraws the natural capital (debit from the account) and hence environmental accounting on SEEA framework also requires that the credit system need to be developed to create supply in the ecosystem services.
