The Jharkhand Assembly was declared sine die after the 23-day-long Budget Session came to an end on Friday. Assembly speaker, Dinesh Oroan declared the Assembly sine die delivering a four page long speech for the legislators. Notably, the State Assembly, which on earlier occasions witnessed stormy scenes with Opposition staging walk out from the House, remained peaceful with business going usual during the session.
The Budget Session, which started on January 17, had 15 working days out of which the house worked for 14 days. In the session, two finance bills and three other major bills were passed. The Assembly passed the annual budget to the tune of Rs 85,429 crore for the year 2019-20. Out of total budget, Rs 65,803 crore is on the head of revenue expenditure while Rs 19,626 crore is on capital expenditure.
Apart from two finance bills, the Assembly also passed the bill for constitution of state commission for scheduled tribes with voice vote. The bill was tabled in the Assembly with an amendment proposal moved by BJP three MLAs. With the amendment in the bill, the post of chairman, vice-chairman and three members of the commission will be reserved for scheduled tribes (ST).
Speaker Dinesh Oroan, addressing lawmakers on the concluding day of budget session appreciated members from treasury and opposition benches in smooth conduct of the house.
Oroan said, “I thank lawmakers for their cooperation in smooth conduct of Assembly proceedings. Baring few incidents where the proceedings were disrupted the assembly session was much fruitful as legislator take up public issue.”
The Speaker, who on Thursday was upset on seeing government officials missing from officials gallery reprimanded officials. He said, “I hope that Government officials will take my words seriously and will ensure their presence in the Assembly in next session.”
In the budget session, the house received notices for 65 call attention move out of which government gave its reply in 60 call attention move. Also, the House received notices for 1065 questions from MLAs, out of which the Speaker approved 947 questions to be raised in the house. The House also witnessed three Chief Minister Question hours.
The Speaker also congratulated four persons including Khuti MP, Karia Munda, eminent physician SP Mukherjee, Bulu Imam and Jamuna Tudu for receiving this year’s Padma awards.
During the session, the Opposition raised issue of para teachers, anomalies in JPSC examination and mining issue in coal belt areas. The Opposition members raised the issue of JPSC anomalies demanding the Government to postpone the examination in larger interest of students, however, the Government went ahead with its idea of conducting the examination.
