Improve work culture, quality of education: CM to officials

Asking officers of the Education department to improve work culture and also quality of education in state-run schools, Chief Minister Yogi Adityanath said that if any file remained pending in an office for more than three days, action would be taken against the officer concerned.

The education officials were reprimanded for the delay in providing text books, bags and uniforms to schoolchildren. The Chief Minister said that these should immediately be given to the schoolchildren.

“The need of the hour is to improve work culture in Education department. It has been brought to my notice that files remain pending in departments for many weeks. This is against government ethics. If any file remains in the department for more than three days, stern action will be taken against the officer concerned,” Yogi said during a review meeting of Basic and Secondary Education departments here on Monday.

“This government is committed to improving the quality of education. For this we need strict monitoring. The officers should go to the field and make surprise visits of schools instead of sitting in their air-conditioned rooms at the headquarters,” he said.

The Chief Minister asked the officials to visit schools and communicate with the principals, teachers and employees. He also directed school principals to meet parents of students twice a year. 

All the basic shiksha adhikaris (BSAs) were directed to inspect schools in their areas on daily basis.

“Monitoring will expose the officers to the problems the Education department is facing. This will help them in taking decisions judiciously,” the Chief Minister said.

“Visit schools and check the quality of mid-day meal being served to children. Even the quality of milk distributed once a week in schools should be checked,” he said.

Yogi also emphasised on installing solar panels in schools and asked principals to work under the Kayakalp scheme.

“There should be proper synergy between the Central and the state governments. If we can achieve this the benefits will start percolating down to the village level,” he said.

Yogi said that he was aware of the problem teachers were facing. He said the officials should ensure that every employee of the Education department got his/her salary in the first week of every month.

“The Bharatiya Janata Party government is also contemplating on honouring teachers. Therefore, State Teacher’s Award should be instituted and the criteria for awarding it should be fixed. The government is toying with the idea of forming a separate ‘Shiksha Seva Aayog’ which will lead to transparency in teachers’ recruitment process,” the Chief Minister said, adding that for the time, selection to the post of principle would be done by Uttar Pradesh Public Service Commission.

The Chief Minister also directed that BSAs posted at one place for many years be transferred.

Deputy Chief Minister Dinesh Sharma who heads the Education department, Minister of State for Basic Education and Child Development Anupama Jaiswal and Chief Secretary Anup Chandra Pandey were present in the meeting.
