LS polls: ECI issues notification for Phase-IV

Notification for fourth phase (Jharkhand) of election in three Lok Sabha segments—Rajmahal, Dumka and Godda was issued today. The last date for filing nomination is April 29, while the scrutiny of nomination papers will be done on April 30. The last date for withdrawal of nomination papers is May 2, while the polling will be held on May 19.

From these three constituencies’ leaders whose fate will be decided includes JMM patriarch and senior leader Shibu Soren, JVM senior leader Pradeep Yadav and BJP Nishikant Dubey among others.

On the first day of nominations, JMM patriarch and party candidate from Dumka, Shibu Soren filed the nomination paper. Soren, if he wins from Dumka will create history in State of reaching Lok Sabha for ninth term. The JMM senior leader displaying Mahagathbandhan unity filed his nomination paper accompanied by JMM executive president Hemant Soren, senior JVM leader and party candidate from Godda, Pradeep Yadav and Congress MLA from Jamtara, Irfan Ansari.

Meanwhile, the State Electoral Office has started preparations for fourth phase of polling in state. The State Electoral Office has prepared 6258 polling booths spread in Rajmahal (ST), Dumka (ST) and Godda parliamentary constituencies. Of these three constituencies, the maximum polling booth is in Godda where 2347 polling booths have been created.  From these three constituencies 44,89, 630 voters will exercise their franchise.

Chief Electoral Officer L Khiangte accompanied by additional Chief Electoral Officer, Vinay Kumar Choubey and Manish Ranjan said that the Election Commission is committed for holding free and fair election. The three officers also discussed about the poll preparations in state.  Chief Electoral Officer L Khiangte said, “In State around 1.29 lakh polling personnel will be deployed which is apart from security personnel, volunteers and others.” The maximum polling personnel is being deployed in phase 2 where 39909 polling personnel will be deployed. Phase two elections will be held in Koderma, Ranchi, Khunti and Hazaribag.

Additional Chief Electoral Officer, Manish Ranjan said, “The CEC office after going through the law and order situation and mapping of polling stations at various areas has divided several polling booths in category of vulnerable and critical polling booths.”

Ranjan said, “Polling booths which recorded over 75 per cent turnout with 90 percent votes for a particular candidate or witnessed any sort of electoral violence during previous elections will be identified as critical polling stations this time.”

“Similarly, those polling booths having past instances of poll violence and reports of intimidation of voters by candidates will be put in the category of vulnerable polling stations,” added Ranjan.  Beside central forces, the critical and vulnerable polling stations would have digital camera or video camera along with micro observers to ensure free and fair elections.

Vinay Choubey, the Additional Chief Electoral Officer said, “From the day (March 10) when model code of conduct came into force the Chief Electoral Office has seized Rs 7.20 crore as cash along with drugs, liquor and other objects.”
