A 12-year-old boy who was kidnapped five years ago and later engaged as a domestic help and caretaker of a dog breeding centre in Rourkela was rescued by Sector-3 police on Monday night.

Two accused persons were arrested and forwarded to court in this connection.

The accused were identified as Bade Bhaiya alias Chiranjeeb Chakraborty (34) of West Bengal and Chhote Bhaiya alias Prabhat Panda (26) of A/275, Koelnagar, Rourkela. Police have recovered two cars, two bikes along with sticks and other materials from their possession.

Source said on Monday noon the police got a reliable information about the detention of a child labour and illegal activities in RSP quarter No. B-49, Sector-1 under Sector-3 police station. Accordingly, a police team conducted a raid.

After investigation it was understood that five years back the boy was kidnapped from the Rourkela railway station area and engaged as domestic help and in dog breeding centre which is also run in the same house. 

After medical examination and statement of the boy in presence of Magistrate, the two accused were arrested by police under various Sections of IPC, 14(1) of Child Labour (Prohibition and Regulation) Act, 1986 and 75 of Juvenile Justice (Care and Protection of Children) Act 2015 on Monday night and forwarded to court on Tuesday.

Very soon the minor boy will be produced before CWC, Sundargarh, said police. Now he is under custody of  DISHA shelter home at Bisra.

Further sources said while Chalkraborty is an Engineering pass-out student, Biswal is a commerce Graduate from Ravenshaw College.

Both were running a dog breeding centre in an RSP house, keeping huge numbers of dogs of different breeds.
