Chhattisgarh Congress Rajya Sabha member Chhaya Verma during a discussion on an agriculture related private bill, mentioned ‘Narva, Garva, Ghurva aur Baari’ (NGGB), the flagship programme of state.
Participating in the discussion, she said NGGB scheme will bring revolutionary changes in rural economy. All the states should implement the scheme while Centre should recognise it.
Union Minister of state for Panchayati Raj, Agriculture and Farmers Welfare Parshottam Rupala appreciated it and said Centre would patronise such schemes.
Speaking on the condition of farmers and agriculture, Verma said indiscriminate industrialisation has reduced the agricultural land as major industries have acquired farming lands. Government should make law not to give farm land to industrialists so that farmers can continue to grow food.
On NGGB, Rajya Sabha member said ‘Narva’ means in all rivulets small stop dams will be constructed and water will be given to farmers. ‘Ghurva’ means cow-dung and other wastes from household will be collected and then compost fertilizer will prepared which can be used in crop-field. ‘Garva’ means ‘Gauthan’ where cattle will be kept at a single place.
At present the cattle are grazing the crops due to which farmers are forced to fence the fields. So each village will get a ‘Gauthan’. The paddy hay and remains from harvesting will be given to cattle as food along with water and shade. All the works will be done under MGNREGA and it will provide employment.
The fourth is ‘Baari’ and it is not merely kitchen garden. As tre4es are being fell in the name of road widening and construction, setting up of industries, so at available spaces, in an around the houses, vegetables and other food seeds are being sprayed. This can help to provide food for monkey, bear or even elephants to consume them instead of entering villages and damaging houses.
