Yet another notice was served on the Uttar Pradesh government by National Human Rights Commission (NHRC) over suicide by a rape victim in Bareilly.
An NHRC communiqué released on Thursday said the Commission took suo motu cognisance of media reports that a victim of sexual assault committed suicide in Bareilly as the police allegedly delayed proceedings on her complaint.
Subsequently, SSP of Bareilly suspended a sub-inspector probing the complaint and attached a ministerial staff, who dismissed the application of the victim. An FIR has now been registered and orders have been issued for a thorough probe.
The NHRC, in its notice, observed that the contents of news report, if true, raised serious issues of violation of human rights. Accordingly, it has sent notices to Chief Secretary and Director General of Police of Uttar Pradesh, calling for a detailed report within four weeks.
The NHRC wanted to know about the present status of the probe into the case and whether any relief was provided to the next of the kin of the deceased.
The NHRC further observed that it was unfortunate that public servants, instead of taking timely action on the victim’s complaint, tried to delay proceedings forcing the woman into frustration and mental agony, due to which she took the extreme step of ending her life by hanging herself.
If timely action had been taken by the police authorities to arrest the accused, a precious human life could have been saved, the NHRC felt.
As per media reports, the FIR on the complaint of the victim was reportedly registered only after she met senior officers. Still, the sub-inspector investigating the matter did not ask her to go for medical examination and get her statement recorded.
Now, two people, accused of rape attempt have been arrested and two others have been nabbed for passing certain comments at the victim.
