Under the Gram Panchayat Development Plan (GPDP), the Panchayati Raj Department of Uttarakhand has asked the Panchayats to prepared their own development plans and decide the priority of their execution said the Director Panchayati Raj, HC Semwal while speaking at a one-day workshop on Economic and Social transformation of villages through GPDP on Monday.
He said under the Section 234 (G) of 73rd constitution amendment, the Panchayats have been empowered to prepare plans for economic development and social justice. It covers 29 subjects like agriculture, agriculture extension, horticulture development, land reform implementation, land consolidation, land conservation, micro irrigation, animal husbandry, fisheries, poultry, social forestry, cottage industries, rural development, fuel and fodder, rural roads, bridges, waterways, rural electrification, non conventional sources of power, primary education, technical training, literacy, sports, culture, health and rural sanitation.
Semwal said in the recent workshop on economic and social transformation through GPDP in the Himalayan State, brainstorming on the subject was done and it was generally believed that the project plans of all subjects weather they are under district plan or State plan, the formulation and execution should be as per the requirement and priorities of the villagers. It was also felt that representatives of departments concerned should participate in the meetings of the village Panchayats to understand the requirements of the villages in a better way.
Under the GPDP, nodal officers and facilitators are appointed after which the nodal officers of line (concerned) departments are appointed. The front-line workers are then nominated and the special village assembly is scheduled. The GPDP plan devised in the meeting is uploaded on the plan plus portal of the department along with photographs. Similarly, the report of the facilitator is also uploaded on the portal.
