Pay salaries to contractual staffers by 7th day of  month, Govt tells employers

Taking care of the basic rights of contractual staff, Delhi Government on Tuesday issued stern directions to employers to pay their salaries or payments latest by the seventh day of the month.

In the guidelines, it was directed to Head of Departments (HODs)  and secretaries to ensure timely payment to all Government hired contractual staff. 

According to the circular all the HODs and secretaries have to submit the status report of payments to chief secretary by 20th of every month and he will further report to Chief Minister by 22th. The Government’s direction is aimed at providing a major relief to the contractual staff.

This may be recalled; Delhi Chief Minister in a cabinet had passed a proposal for timely payment of wages to the contractual employees of Delhi government. “It was also decided by the cabinet that a certificate of the wages paid to all employees should be sent to the Chief Secretary by 20 day of each month by the respective HoDs. And the Chief Secretary would send the report on the same to the Chief Minister on 22nd day of each month,” Delhi government said in a statement. 

As per the circular all HODs and secretaries are responsible for the timely payment to the contractual staff. “It has been directed that wages for the previous month should be paid to all such staff by 7th day of the next month if the establishment has engaged less than 1000 persons/workers and by 10th day of the next month if the establishment has engaged more than 1000 persons/workers,” Delhi government said further, adding , “Each HoD and secretary should certify that the payments have been done to the contract employees and a certificate of the same should be sent to the Chief Secretary by 20 day of the month.”

In  case of non-compliance, the list of the defaulters will be sent to the Vigilance Department of Delhi Government for issuing show cause notice to the HoD concerned to explain as to why departmental proceedings should not be initiated against the officer.
