Primary teachers resent plan to create school cadre

Resentment is brewing among primary teachers of the State on education department’s initiative to make a school cadre for primary teachers.

The President of the Uttarakhand Prathmik Shikshak Sangh (PSS), the powerful association of the Primary teachers of Government schools of the State, Digvijay Singh said the department should first of all take the teachers in confidence. He said in past too, the education department had set up a block cadre of the primary teachers but this system failed miserably.

Singh added in the block cadre system, teachers were appointed mostly in the schools located in hard to access areas but it resulted in absence of teachers in the easy to assess schools. It proved to be a failure and the department had to abolish the block cadre and reconstitute the district cadre of primary teachers.

The PSS president said that the education department should refrain from taking any unilateral decision on changing the cadre of the teachers.

A teacher posted in Chakrata block of Dehradun said, “It appears that the State administration has made education department as the place for experiments.

The plan to make school cadre of primary teachers would be a disaster. The teacher once posted in a school would not be transferred to other school which is very impractical and unfair step. “In Uttarakhand, the primary and the junior school teachers have a district cadre which means that they would be transferred within one district.

The Lecturer Teachers (LT) have divisional cadre while lecturers have State cadre. In a recent directive, Education Minister Arvind Pandey had directed the department to prepare a proposal for creating school cadre for primary teachers. By this exercise the department wants to ensure that the teachers remain posted in one school only.
