State Public Service Commission(SPC) has clarified the situation regarding the policy of reservation of women in the examination results.
According to the Commission, the decision of the Supreme Court in the case of Rajesh Kumar Daria against Rajasthan Public Service Commission and other cases and as per directives of state government 33 percent minimum reservation (representation) of women under Horizontal reservation is being ensured. Despite this, if a woman comes in merit, she is not denied selection. Even if the quota of women is fulfilled, women are selected on the basis of merit according to the availability of posts in the category.
According to this policy, selection results have been declared by the Commission in the past. After the declaration of each selection result, the marks and mark sheets of all the applicants are uploaded on the Commission’s website immediately with total transparency.
So far no female or male candidate has ever complained on the declared final selection results that other male or female candidate scoring lesser than him/her has been selected and his/her selection has been denied .
One of the basis of selection in the posts of the State Public Service Examination is the willingness (priority) given by the applicant for the posts. That is, if the wish (priority) of a candidate has not been demonstrated by a candidate, then the candidate with lesser marks giving priority for that post, has been selected.
The Commission has said that the cut-off displayed for unreserved women by the Commission in the State Service Examination-2018 is 954 marks of the last women applicants selected for the post of Deputy Collector in the unreserved category. Despite that, two women who scored 946 marks have been selected as deputy collectors.No separate cut-off is declared by the Commission for men, in fact this cut-off is the open (male and female) cut-off for that category.
