State faces acute shortage of IPS officers

As Odisha is facing an acute shortage of Indian Police Service (IPS) officers, the State Government has urged the Centre to allocate at least 10 IPS officers every year to the State Cadre to manage the situation.

While Odisha’s IPS Cadre strength is 188, only 87 officers are now serving in the State.

Young and energetic police officials are needed for the State as it is grappling with Maoist menace and other issues, said a senior Home Department officer here. Home Secretary Asit Tripathy is reportedly pursuing the proposal with the Union Ministry of Home Affairs (MHA).

Chief Minister Naveen Patnaik has urged the MHA to consider allocation of at least 10 IPS officers every year for next seven to eight years to meet the exigencies. However allocation of more IPS officers to Odisha Cadre is not forthcoming, which has resulted in posting more numbers of OPS officers as district Superintendents of Police.

Way back since 2010, the State Government has been pleading for allocation of more IPS officers whereas for last nine years, the MHA has been allocating much less number. In 2010, only four officers were allocated and one of them left midway. In 2011 again,

four officers were allocated, out of whom two left the cadre to join IAS.

In 2012, the MHA allocated five officers and two changed their cadre. A similar situation was in 2013 when five officers were allocated but two of them left for other State Cadres mid way. In 2014, the MHA allocated six

officers, out of whom one left to join IAS.

The MHA allocated four officers in 2015, but as many as three of them joined other State Cadres. Following a request of 10 officers’ allocation in 2017, only four were allocated, out of whom one left.

Presently, 27 Odisha-Cadre IPS officers are on Central deputation and three are posted in other departments of the State Government.

Out of 188 IPS officers’ posts in the State, 131 are meant for direct recruitment and 57 for promotional quota. All the 57 promotional posts are lying vacant while out of the 131 direct recruit posts, 17 are vacant.

At least all the 17 direct recruit posts are needed to be filled up on a priority basis as requested by the State Government.
