To ensure representation of all segments and equal opportunities in direct recruitment to State services, the State Government has come up with new roster system of reservation policy. In another development, the State Government awaiting the High Court order in its review petition regarding reservation in promotions, has for the time being suspended the promotion process in State services.
The new roster system of reservation policy had been approved in the previous cabinet meeting.
In it the roster position of scheduled caste candidates has been changed from position one to position six. Following the issuance of the Government order on Wednesday, the additional chief secretary, Personnel and Vigilance, Radha Raturi has issued directions to all principal secretaries, secretaries in-charge, heads of departments and offices and all district magistrates regarding implementation of the new roster.
In another development, the state has decided to suspend the promotion process in all cadres of State services till further orders.
The State Government had in the past decided to fill all posts/vacancies of promotion without giving reservation to SC-ST and without applying the earlier roster system of reservation in promotions.
This was challenged in the high court. A case in this regard is pending in the Supreme Court which has also ordered status quo. Against the high court’s earlier order in this matter and for maintaining status quo, the state had filed a review petition.
Awaiting the high court decision in the review petition and subsequent policy decisions to be taken by the State Government, the promotion process has been suspended in state services till further orders.
