Transparent work culture gives credibility to govt: CM

Chief Minister Yogi Adityanath on Sunday said that maintaining credibility of the state government was a very difficult task and this could be achieved only through coordination between various departments and officials by introducing a transparent work culture.

Speaking on the conclusion of Manthan, a refresher course held at Indian Institute of Management, Lucknow for ministers and state bureaucrats on Sunday, Yogi Adityanath said that such interactions should take place regularly because they developed a synergy between different departments and cleared cobweb of indecision.

“When IIM-Lucknow Director Prof Archana Shukla proposed this programme, everyone had curiosity because the person sitting in power believes that he knows everything. This is not correct. When a person starts thinking that he knows everything his downfall begins,” Yogi said, adding that such refresher course helped in waking up the administration.

The Chief Minister said that the administrative machinery in the state had a vision and such training programmes would help in giving shape to the vision.

“Sometimes we know what to do. But we do not know how to do it. The training by experts will educate us how we can actually bring the projects from drawing board to the ground,” he said.

Elaborating on the performance of ministers in the refresher course, the Chief Minister said that this programme had proved that those who were in power could also be good students. 

The leadership development programme was held in three stages on Sundays from September 8 to 22. The course was attended by almost all the Cabinet ministers, who were taught the nitty-gritty of he governance by the professors of the IIM-L.

Experts in various fields were also present.

This Sunday, senior bureaucrats including chief secretary, additional chief secretary, principal secretary and heads of departments participated in the refresher course.

The professors of IIM-L held orientation programmes in which the ministers were taught about good governance and virtue of fiscal management. Question-answer sessions were held in which ministers were asked to raise questions so that they their doubts could by cleared.

The modules were designed to apprise UP policy makers of methodologies relating to government project implementation, financial management, disposal of files and budgetary skills.

Sources say that IIM-L is also planning to prepare a booklet on the training programme, detailing the priority agenda for the government. The whole exercise is seen as an attempt by the ruling Bharatiya Janata Party to slowly brace up for the next Assembly elections.

The idea of IIM-L training session was mooted by Chief Minister’s economic advisor KV Raju.
