UKD demands appointment of Assembly secretary

The Uttarakhand Kranti Dal (UKD) representative Vijay Kumar Baudai alleged that the post of the Vidhan Sabha secretary has been vacant since last year. A party delegation also submitted a memorandum to the Governor Baby Rani Maurya on this issue.

Addressing the media here on Thursday, he said that the current Vidhan Sabha secretary Jagdish Chandra retired last year leaving the post vacant on June 30, 2018. In violation of the Vidhan Sabha secretariat regulations, he was reappointed to the post for a period of one year on July 2, 2018.

Baudai said, “The current post of the assembly secretary has been technically vacant since June 30, 2018 which is a time period of nearly a year. It is disappointing and a serious violation of the norms of legislative assembly.”

Informing about the rules he further explained that the process of appointment of the Vidhan Sabha secretary should have begun six months prior to the completion of the period of the current secretary in position. However, the current secretary was reappointed to the post a few days after his earlier term ended which is against the rules.

Talking further he said, “There is no such provision for re-appointing a person to the position of secretary here. However, it was done without considering the rules of appointment in the legislative assembly secretariat.

Now that his one year term is about to end, the process for appointing the secretary has not even started whereas it should have started six months ago. Necessary action needs to be taken without delay.”
