UP Assembly’s monsoon session likely to be stormy

The brief monsoon session of Uttar Pradesh legislature commencing from Thursday is likely to be stormy as the opposition has geared up to corner the Yogi Adityanath government over deterioration of law and order and a witch-hunt against opposition leaders.

However, after the recent poll debacle faced by Samajwadi Party and Bahujan Samaj Party and the collapse of their alliance leading to exchange of barbs, the two parties will not be able to put up a united front against the government.  

Congress too is likely to be indifferent towards the issues raised by the SP as the party is reeling under crisis after resignation by its national president Rahul Gandhi.  

Despite the opposition being in a disarray, the three parties would raise issues like law and order, hate crime and flood in eastern UP districts and terai region of the state.

The SP and the BSP, which went for an alliance in the Lok Sabha polls against Bharatiya Janata Party, blamed each other for the poll debacle and have since parted ways. However, Leader of opposition and SP member Ram Govind Chaudhary said in Lucknow on Wednesday that the opposition would be united in targeting the government on its failures on all fronts.

“Rise in corruption, deterioration of law and order, failure to provide relief to the people on welfare schemes, will be the main issues before the opposition. We are in touch with other parties for a better coordination in the floor of the House,” Chaudhary said.

During the seven-day session, the Yogi government will seek the first supplementary budget for the current 2019-20 fiscal in the Assembly on July 23.

On February 7, the UP government had presented a Rs 4.79 lakh crore annual budget for 2019-20, the biggest ever, which was passed by the Assembly without debate.

On the first day of the monsoon session on July18, there will be no business due to obituary references. The next day, the government is likely to table bills replacing ordinances which were promulgated by Governor as the Assembly was not in session. 

On July 22, the House will transact legislative business. The government will table the first supplementary budget on July 23 and it is likely to be passed by the House after debate. 

The last day of the session will be on July 26 but the House may have more sessions if the Business Advisory Committee so decides.

An all-party meeting was held in the Speaker’s chamber of UP Assembly on Wednesday. Along with Chief Minister Yogi Adityanath, leaders of SP, BSP, Congress, Apna Dal and Suheldeo Bhartiya Samaj Party attended the meeting. 

The Speaker sought the cooperation of the opposition parties for the smooth conduct of   the proceedings of the house.

Parliamentary Affairs Minister Suresh Kumar Khanna said the government was ready to discuss and debate all issues raised by the opposition.

BSP leader Lalji Verma and Congress Legislature Party leader Ajay Kumar Lalu said that their members were prepared to take on the government on all issues. 

Meanwhile, Yogi Adityanath presided over a meeting of the BJP Legislature Party at Lok Bhawan on Wednesday. 

The SP, BSP and Congress also held meetings of their MLAs.
