‘Covid-19 patients neglected in Ganjam’

The Bharatiya Bikash Parishad (BBP) led by its State president Surendra Panigrahi went to Brahmapur Police District SP office and lodged two separate FIRs, one against Ganjam district Collector Vijaya Amruta Kulange, Commissioner of BeMC Chakravarty Singh Rathore and  Ganjam CDMO Dr Umashankara Mishra and the second FIR was reportedly lodged against Dr Umasankara Mishra, Dr Jagannath Patra (the CEO of  HiTech Medical College, and Dr Sambit Rout (Medicine Specialist of the same hospital) here on Friday morning for their negligence in providing proper and effective healthcare services to the Corona affected patients in Ganjam district.

Some of the key allegations stated in the FIR include non-issue of certificates/test reports to those Corona suspected/inflected patients who undergo swab test or antigen test and keeping the patients and their relatives in dark about the outcome of the test reports leading to the death of the poor patients, deliberately informing the patients/or their relatives verbally about the positive report after 7-12 long days of the test instead of giving original copy of the report giving rise to community spread and refusal of 108 ambulance to pick up serious patients to hospital etc.

Citing an example, the FIR pointed out that, an employee of the Forest Department of Bhanjanagar locality whose swab sample was taken for testing was informed positive much later. Even after giving swab sample for testing, the suspected patient came in close contact with hundreds of people and spread the virus to the community.

Similarly, when the health condition of a resident of Prahallad Nagar area and a chronic diabetic patient Manoj Praharaj deteriorated on July 27, the family members contacted 108 for Ambulance and after reaching the ambulance, the driver outright refused to take the patient to hospital and started arguing for 90 minutes which led to the death of the patient leaving two small children which amounts to murder, the FIR said.

Had the administration given clear instruction to instantly pick up the patient to hospital, his life could have been saved, the FIR stated. The Parishad demanded stern action against the erring officials under the relevant provisions of IPC.

Similarly, the second FIR which was lodged against the three prominent senior officers in charge of healthcare systems of the Tata Covid Hospital, namely, Ganjam CDMO Dr Umashankar Mishra, CEO of HiTech Medical College Dr Sangram Patra and Authorised Officer of Covid Hospital Dr Sambit Rout alleged that, these officers have deliberately suppressed the covid test reports, responsible for community spread, misbehaving with the patients and their relatives in filthy language, threatening in the name of police, negligence in treatment  and pushing the patients and their relatives to undergo mental stress.

Citing examples of key instances in support of its allegation, the FIR pointed out that, the Covid Hospital authorities deliberately suppressed the death of Basanta K Sahu, a resident of Ganapatinagar who died on  July 24 while under treatment, but the Covid Hospital management surprisingly chose not to inform the relatives of the deceased even after 4 days of the death and kept the family members of the deceased in dark. Similarly, T Dillip Patra, a resident of Bijipur Tota Street was admitted into the Parala Maharaja CCC on July 15, but three days after he was discharged on the ground of no symptoms. When Patra again suffered from breathing problems, he was admitted into Tata Covid Hospital where he died due to non availability of oxygen and negligence of doctors on duty, the FIR pointed out. Likewise, Anuradha Panigrahi, a native of Digapahandi,  was admitted in to the Parala Maharaja CCC along with her husband Jitendra Panigrahi, her father in law  and mother in law on July 10. When the health of her old parents deteriorated, they were shifted to the Tata Covid Hospital on July 12 where Anuradha’s husband, father in law and mother in law died due to non availability of oxygen and negligence of doctors. More shockingly, even after long 12 hours of oxygen stock was exhausted, neither any doctor or nurse attended to them nor oxygen was provided which led to their death, the FIR stated.

These instances are only a few, the complainant said.
