Accelerate EODB  process further: CM

Uttar Pradesh Chief Minister Yogi Adityanath has emphasised the need for further accelerating the process Ease of Doing Business (EODB) so that investors and common people are able to obtain all the process, procedures and facilities regulated by the government at one click of the mouse.
Yogi Adityanath specifically pointed out that the simplification of the licensing system should be the top priority and that the state government was committed to providing all the facilities to the investors and the common people in a hassle-free manner.
“The heads of all the departments should focus on further improving the online services offered by their respective departments,” the chief minister said while presiding over a meeting to review the progress of EODB here on Monday.
UP has jumped to the second position in the EODB annual rankings that Union Finance Minister Nirmala Sitharaman and Union Minister for Commerce and Industry Piyush Goyal released in New Delhi on September 4. UP has jumped from the 12th position in the Business Reform Action Plan (BRAP) 2017-18 to the second position in BRAP 19. UP has left behind several leading states such as Gujarat, Telangana, Rajasthan, Maharashtra etc in the EODB annual rankings. UP is second only to Andhra Pradesh.
The chief minister said the government departments and the agencies should now focus on further improving the EODB in the state and implement the recommendation of the Union government’s Department for Promotion of Industry and Internal Trade (DPIIT) and send the report to the Centre by October 20.
Asking the government departments to further improve their services, Yogi said, “UP was ranked at 14th position in 2016  and it made huge jump to second position in 2019 and now it is the time for the government departments to further expedite their efforts to improve the services.”
The chief minister asked the additional chief secretaries and principal secretaries to expedite the process of issuing NOCs and link the process of depositing fee with the single window Nivesh Mitra portal. He said the process of issuance of all kinds of NOCs be made online by September 30.
The chief minister directed the Geology and Mining department to implement all the reforms by September 20 and make all the services of the department online. He asked the Excise department to implement the reforms by the end of September and to link the Film Bandhu with the Nivesh Mitra portal by the end of October.
The chief minister also directed officials to take necessary steps for the online registration and mutation of property.
Yogi directed the Urban Development department to expedite the process of providing all services online. He asked the Health and Family Welfare department to provide services relating to nursing home and ultrasound online by October 15. 
Yogi directed the Housing department to simplify the process and make it people-friendly. He said the process of issuance of licence for the sale of crackers be also made online.
The chief minister asked the Stamp and Registration department to implement the reform measures in a phased manner in three districts by the end of October. He asked the Revenue department to develop the necessary software for providing the facilities online.
Similarly, the chief minister directed the Tourism department to provide facilities like registration of hotels, restaurants and travel agencies online. He said the process of implementation of e-filing and e-summon be completed in a time bound manner so that the people got the facilities in minimum possible time.
Invest UP also made a presentation during the meeting where it was said that number of licences and NOCs for starting a business/industry could be reduced from present 43 days to 21 days. 
Several departments, including Environment, Food Security and Drug Administration, Labour, Food and Civil Supplies, Weight and Measures endorsed the proposal made by Invest UP.
