Govt readies to utilise business days in Monsoon Session

The monsoon session of the fifth Jharkhand Assembly will be held from September 18-22. Though the session duration is five days, Sunday and Saturday being holiday the session will have only three working days.

Last week, the state government notified the dates for the session after receiving consent from Governor Droupadi Murmu. On the first day, the first supplementary budget will be laid before the House and also the ordinances that were passed by the governor while the House was not in session. The proceedings will be adjourned after obituaries.

Though monsoon session has only three days, the ruling parties effort will be of maximum utilization of session, getting pass maximum pending bills, while the opposition parties (BJP) will try to corner government on various issue such as delay in speaker granting leader of opposition status to Babulal Marandi, worsening law and order situation in state, rise in Left Wing Extremism (LWE) among others. 

State parliamentary affairs minister, Alamgir Alam said, “Generally monsoon session is of short duration, however, this time the session is of fewer days due to Covid 19 guidelines.” Alam said, “Though the session has only three working days the government effort will be maximum utilization of the session. Our effort will be get pass the pending bills.”

Meanwhile, the opposition BJP will work as per its strategy. Former minister and Ranchi MLA, CP Singh said, “The BJP will convene a legislature party meeting where the final strategy will be chalked out over the monsoon session. The legislature party meeting will be held before the session.” 

However, sources said that the party will raise worsening law and order issue, rise in Left Wing Extremism (LWE) activities in the State among others. The party will also raise the Leader of Opposition (LoP) issue demanding LoP status to Marandi.

In August Assembly speaker, Rabindra Nath Mahto issued notice to three former JVM legislators on anti –defection ground.

The lawmakers who received notice from Speaker office include Marandi, who is BJP legislative party leader in House, Mandar MLA Bandhu Tirkey and Poreyahat MLA Pradeep Yadav, who are with the Congress camp.

Defection of MLAs is not new in Jharkhand Assembly as it took nearly four and half years to dismiss the petition seeking disqualification of six legislators who had defected to BJP from the Jharkhand Vikas Morcha-Prajatantrik (JVM-P) in 2015.

Dinesh Oraon the then Speaker delivered his judgment almost four and half years after the case was filed by JVM-P President Babulal Marandi.
