State revenue up in July despite lockdowns

Despite lockdowns and sub-optimal functioning of many sectors in the economy due to the Covid pandemic, the State has witnessed improvement in revenue generation in month of July.

The situation has improved in both Own Tax and Non Tax revenue collection. By the July-end, Rs 13,838.76 crore of Own Tax and Non Tax revenue was collected. And in this month, Rs 5531.21 crore of Tax revenue was collected, which was better than the June collection of Rs 4,966.71 crore.

Better collection was experienced in Non Tax revenue, thanks to a rise in revenue from mining and metallurgical industries.

So far as Own Tax revenue collection is concerned, the July collection was Rs 3,786.22 crore and progressive collection by July 31 was Rs 8,386.96 crore.

Stamps and Registration registered a huge improvement of 208% with collection of Rs 1,008.96 crore. This was due to onetime collection from the new mining lessees.

Excise revenue collection was Rs 384.61 crore, which was more than the June collection of Rs 374.52 crore.

The tansport Sector showed much better results in July with Rs 323.19 crore, which was Rs 128.18 crore. Commercial Tax collection was Rs 1,889.67 crore, out of which State GST was Rs 801.71 crore.

The Budget Estimate of Own Tax collection is Rs 38,350 crore. However, experts feel this target will not be achieved due to intermittent lockdowns, shutdowns and other Covid restrictions.

So far as Non Tax is concerned, progressive collection by July was Rs 5,451.80 crore; and only in July, it was Rs 1,745 crore. As per the Budget Estimate, Non Tax collection target has been set at Rs 17,650 crore.

In both Own Tax and Non Tax collection, the Budget Estimate is Rs 56,000 crore, which would be difficult to achieve due to the pandemic.

However, Grants from the Union Government is being released and the State has received Rs 10,321.91 core by July 31 during 2020-21 fiscal.

So far as total revenue receipts are concerned, he State has received Rs 32,308.15 crore by end of July progressively. In July only, the State received Rs 9,302.53 crore registering growth of 6.88% compared to July 2019.

The total revenue receipts include Own Tax, Non Tax, Share Tax and Grants from Centre; and the Budget Estimate is Rs 1,24,300 crore for 2020-21.
