State to devise action plan for Atmanirbhar Bharat

To reap benefit out of Atmanirbhar Bharat Yojana, the State Government has decided to chalk out an action plan for implementation of the ambitious programme.

Under this Self-Reliant India Movement Covid-19 economic package, Rs 20 lakh crore has been announced by Prime Minister Narendra Modi.

As a thumb rule, Odisha is needed to target at least 4 per cent of the financial package for the stakeholders in the State.

Accordingly, the State Government has decided to prepare an Action Plan for Atmanirbhar Bharat Yojana, said sources in Department of Finance.

Through the Action Plan, State will monitor the fund flow to the targeted beneficiaries. So, it has been decided that the Line Departments will monitor and coordinate with the banks, NABARD and various Ministries of the Union Government in this regard.

While different tranches of sectoral packages are announced, sectors like MSME, power, financial and labour reliefs were announced in Tranche-I.

So these sectors will aggressively monitor the credit flow to these sectors and they will be coordinating with Ministries concerned, said sources.

Five tranches were announced by Union Minister Finance and most importantly for generation of employment more stress is needed to be given.

Accordingly, Action Plan will be formulated to avail as much as central assistance to generate more employment opportunities, said sources.

While Action Plan is being chalked out, financial benefits delivery through the Bank Accounts by Government of India requires more penetration of banking services in the State, which is in a poor state. The State Government has decided to press hard for bank expansion both for more brick and mortar branches and engaging a greater number of Banking Correspondents.

While the Union Government has allowed the State Government to avail additional 2 percent fiscal deficit, the Odisha Government will have to undertake specific reforms in four areas.

This works out to about Rs 12,000 crore and for availing such credit facilities four departments will have to take up reforms. Departments like Food Supply and Consumer Welfare, Urban Development, Energy and Industries will have to undertake specific reforms.

While Department of Food Supply and Consumer Welfare will have to implement One Nation One Ration Card Programme by December 31.

Aadhaar seeding of all the Ration Cards and Fair Price Shop (FPS) automation is needed to be taken up.

Energy Sector will have to go for power distribution reforms.

Reduction in Aggregate Technical and Commercial (AT&C) loss is to be taken up in a time bound manner.

And this time, the Centre has prescribed that the free power supply scheme should be replaced with the direct benefits transfer (DBT) as a condition to allow States to increase their borrowing limit.

Similarly, Industries Department will have to go for Ease Of Doing Business by March, 2021.

Business reforms at district level is also called for and accordingly Action Plan will be necessary.

And the Urban Development Department will take up urban local body revenue reforms.

Notification of floor rate of Property Tax and User Charges for water supply, sewerage, and drainage is needed and these rates are to be systematically increased periodically, said sources.
