‘Basic amenities of rural Odisha ignored in corona’

The National Human Rights Commission (NHRC) has directed the Chief Secretary of Odisha to look into the matter personally and act on health, chronic malnutrition and other allied issues of the rural areas of the State which are being neglected due to the ongoing corona pandemic and submit a report before the commission.

The direction of the NHRC came while disposing of a five-year-old petition filed by human rights activist and Supreme Court lawyer Radhakanta Tripathy.

In his initial petition, Tripathy had pointed out that due to lack of medical care and State apathy more than 500 tribal villagers of Bolangir were dying of illness and chronic malnutrition. They are deprived of the basic amenities which violate their basic human rights, he had complained.

Citing examples of such problems, Tripathy had stated that a three months old son of Jagannath Deheria, a resident of Gabharasa village in Bolangir, who was suffering from a condition wherein his limbs were getting thinner while his head and belly were increasing in size. He also stated that, the doctors could not diagnose what the victim’s son was suffering from and the village lacks the basic facilities. There are other people, mostly children who are suffering from chronic ailments and have no medical facilities.

On the basis of the petition, the NHRC had issued a notice to the Collector cum District Magistrate of Bolangir to submit a report. However, the Collector failed to submit the report in time.

Looking at the gravity of the issue, the NHRC directed to the Chief Secretary of Odisha to file a report on important issues related to rural areas like if every village/hamlet has access to the clean, safe, hygienic water and measures taken by the State Government to provide the same and if every village/hamlet has access to the primary healthcare centre.
