Ruling parties’ constituents will get representation in 20 point programme and monitoring committees as the three parties (JMM, Congress and RJD) have prepared the blueprint for allotment of districts under the programme. Sources said that JMM will get representation in 13 districts, while 10 districts will go to Congress. RJD having one MLA will have to settle with only one district in 20 point programme and monitoring committee.
Sources said that though the official announcement in this connection is yet to be made, there is board consensus among three parties for division of districts under the 20 point programme. Sources said that the final announcement will be made after consultation with Chief Minister, Hemant Soren.
The districts which will have JMM representation include Chaibasa, Jamshedpur, Seraikela, Kharsawan, Gumla, Latehar, Dumka, Pakur, Jamtara, Sahebganj, Khunti, Dhanbad, Garhwa, Giridih. The districts which will go to Congress include Ranchi, Simdega, Lohardaga, Palamu, Ramgarh, Hazaribagh, Godda, Deoghal, Bokaro, Koderma. RJD will have to settle with only Chatra district as the party will have representation in the 20 point programme and monitoring committee.
State Congress working president Rajesh Thakur said, “Talks with leaders of all three parties are at final level. Soon everything will be sorted out.”
State spokesperson Shamsher Alam, a member of this committee, said that the talks are in the final stages and through these committees the leaders and workers of JMM, Congress and RJD will get an opportunity to join the government.
However, sources said that RJD is upset with the formula as the party has staked claim for the post of twenty-point vice-president in six districts and twenty-point president in 29 blocks.
Former minister Radhakrishna Kishore, who switched sides to RJD from BJP ahead of the last Assembly poll said, “It’s a genuine demand of RJD leadership as in the last Assembly poll, RJD contested on seven seats out of which the party won in one seat while in six others its performance was better. Based on Assembly election results, the RJD should get representation in three to four districts.”
Sources said that after shorting out the issue of 20 point programme and monitoring committee, the ruling parties will also share representation in boards, corporations and different commissions.
A Congress leader requesting anonymity said, “The Congress on several occasions has raised their demand for boards and corporations. Our demand is for filling these posts.” The leader further said, “In Parliamentary democracy, survival of an alliance government is only when all parties which part of government gets due share and respect.”
