Eye on transparency, Haryana Govt to prepare action plan for deployment of manpower in its Depts

With a focus on transparency in engaging manpower and stopping exploitation of contractual employees in the state, Haryana Government has decided to prepare an action plan for deployment of the manpower against contractual posts and outsourced services for its Departments and other government undertakings.

Haryana Kaushal Rozgar Nigam Limited, which has been established recently by the State Government with an aim to stop the practice of hiring contractual employees through outsourcing and deploying manpower as per the demand of all the government entities, will prepare the said action plan. For this, the Nigam has begun the process to collect details of Group C and D posts and other contractual posts, outsourcing services and vacancies in various Departments in the state.

A letter has been sent by the Haryana Kaushal Rozgar Nigam Limited to all Head of the Departments, Divisional Commissioners, Managing Directors/Chief Administrator/Chief Executive Officer of all Boards/Corporations/Nigams and other government undertakings, Secretary of all Statutory entities, Registrars of all Universities, all Deputy Commissioners in this regard.

“A detailed action plan will be prepared by the Nigam for deployment of required manpower in government departments. Thus, all the Departments and other undertakings have been directed to send details of name of posts, number of all contractual employees (under part I and II of contractual/outsourcing policy) with their job role and name of contracting agency as well,” said a senior officer of Haryana Government while talking to The Pioneer.

“Similarly, details of contractual posts and the number of contractual employees working against these posts and the details of part-time posts and number of all contractual employees working against these posts with their job roles have also been sought. The Departments and other government undertakings have also been directed to appoint a nodal officer in their respective organizations to facilitate the collection of this data and for liasoning with the Nigam,” the officer said.

Notably, the Haryana Cabinet had last month approved the establishment of Haryana Kaushal Rozgar Nigam Limited to carry out the business of deployment of skilled, semi - skilled and other manpower in government departments and other organizations owned and controlled by the State Government for meeting their requirements.

The Nigam set up under the administrative control of the Haryana Skill Development and Industrial Training Department has been constituted in view of lack of transparency while engaging manpower at present; exploitation of contractual manpower by private contractors or service providers by way of delayed payment, non-payment, or less payment of salary and benefits, non-compliance of the provisions of Employees Provident Fund and Miscellaneous Provisions Act, 1952 and non-compliance of government’s instructions on the reservation policy in deployment of manpower by private contractors or service providers.

Earlier this year, the State Government had also announced a common eligibility test for all group C and D posts doing away with the interview system to bring more transparency in the recruitment process. The rules in this regard were notified recently by the State Government.
