Four Chandigarh housing societies served non-compliance notice under Solid Waste Management Rules

The Chandigarh Pollution Control Committee on Thursday served notices under Environment (Protection) Act for non-compliance of Solid Waste Management Rules to four societies including BSNL Society, Sector 50, Progressive Society, Sector 50, Pushpak Society, Sector 49 and Kendriya Vihar Society, Sector 48, Chandigarh.

Viewing this issue seriously, Dharm Pal, Adviser to the Administrator, UT, Chandigarh directed the Member Secretary, CPCC to issue notices to these societies besides putting display signs of the ‘Non-compliance society’ outside the violating societies. As per the notice served from the Member Secretary of the CPCC, Debendra Dalai, Chief Conserver of Forest, it has been observed that the duties of waste generators specified in rule 4 of the Solid Waste Management Rules, 2016 are not being complied properly resulting in the improper disposal of the Municipal Solid Waste by their societies.

All the four societies have been directed to comply with the rules and intimate the action taken in this regard to Chandigarh Pollution Control Committee with a copy to the Municipal Corporation, Chandigarh within 7 days of issue of this notice. In case of failure to comply with the rules, action under section 15 of the Environment (Protection) Act and the other action as per law shall be initiated against the societies.

According to the rules, all the gated communities and institutions with more than 5000 square meter area shall, within one year from the date of notification of the Solid Waste Management Rules and in partnership with the local body, ensure segregation of waste (wet, dry, domestic hazardous and sanitary waste) at source by the generators as prescribed in these rules, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorised recyclers.

Meanwhile, taking a serious note of the irresponsible behavior towards their task, the Municipal Corporation, Chandigarh has issued show cause notices to 82 Safai Karamcharis for being absent from duty.  Day before, Anindita Mitra, Commissioner, Municipal Corporation Chandigarh warned all the Chief Sanitary Inspectors and Sanitary Inspectors to remain in field during the morning shift i.e. 7.00 am and during the afternoon shift i.e. at 3.00 pm and ensure proper attendance of the safai karamcharis besides proper cleaning of their respective areas.
