Haryana Govt reduces retirement age of doctors from 65 to 58 years

The retirement age of doctors has been reduced from 65 years to 58 years in Haryana.

A notification in this regard has been issued by the State Government stating, “The superannuation age of all the Haryana Civil Medical Service (HCMS) doctors of Health Department shall now be 58 years with effect from September 30, 2021.”

The State Government had in 2016 increased the retirement age of the doctors from 58 years to 65 years for performing only clinical duties.

In its new policy issued for retirement and re-employment of doctors, the Haryana Government has re-fixed the superannuation age from 65 years to 58 years of HCMS doctors with the opportunity of re-employment to the doctors of both the cadres of medical and dental of Health Department, on yearly basis upto 65 years of age subject to certain criteria.

According to the new policy notified by the government, “All the doctors who have already attained the age of 58 years or more but have been working as consultants or senior consultants on extended superannuation, shall stand retired from service from September 30, 2021. The service of all doctors who have been re-employed as consultants or senior consultants after retirement shall also stand discontinued from September 30 in the state.”

However, the doctors of HCMS and HCDS cadre who have not attained the age of 64 years as on September 30, 2021 will be allowed to submit their willingness for re-employment to Director General Health Services under the new policy.

The re-employment orders of doctors will now be generated through Human Resource Management System (HRMS) portal to avoid any duplicacy.

The government’s notification stated that the new policy is aimed at ensuring rational deployment of doctors in various health institutions of the state for providing better healthcare services to the public at large along with timely disbursement of pensionary benefits at an appropriate age of 58 years.

Under the State Government’s previous policy dated November 21, 2016, the retirement age of the doctors who were still in service was increased from 58 years to 65 years for performing only clinical duties after attaining the age of 58 years. Keeping in view the COVID-19 pandemic last year, the State Government had also re-employed the retired government doctors below the age of 69 years on contractual basis for one year against vacant posts.

As per the new policy, the eligibility criteria for re-employment, after retirement on superannuation, upto 65 years of age would be the same as for retention in service beyond the age of 55 years i.e. ACRs of the last 10 years should be 70 percent of good or very good category. There should be no doubt of integrity during the minimum last ten years of service. Overall service record, number of penalties awarded and initiation or pendency of disciplinary proceedings during service career shall be taken into account.

“The re-employment shall be against vacant sanctioned post of medical officers or dental surgeons on yearly basis and the doctors so re-employed will not be transferred during the period of re-employment. The re-employed doctors shall perform all the clinical or other duties, as being done by regular doctors except medico-legal, post-mortem and sitting casualty, as assigned by the head of institution,” the police stated.

The doctors, who retire on superannuation from the rank of civil surgeon/senior dental surgeon or below, shall be re-employed as “consultants” and who retire on superannuation from the rank above of civil surgeon/senior dental surgeon, shall be re-employed as “senior consultants”, it added

Apart from this, a one time offer will be given to all those dental doctors, who have already superannuated from State Government prior to coming into force of the notification but have not attained the age of 64 years as on September 30, 2021, they can submit their willingness for re-employment under this new policy upto October 15 to the concerned authority.
