Haryana Staff Selection Commission to conduct CET

Announcing that Haryana Staff Selection Commission (HSSC) will conduct Common Eligibility Test (CET) for filling up different vacant posts of Group C and D, Haryana Chief Minister Manohar Lal Khattar on Tuesday launched ‘One Time Registration Portal’ for group C and D category posts and non-gazetted teaching posts in different Government departments.

Addressing a press conference in Chandigarh, the Chief Minister  said that now with the launch of ‘One Time Registration Portal’, youth would be required to apply and submit fees on the Portal only once which  would be `500 for general category candidates and `250 for candidates belonging to reserved categories.

He said that this move of the State Government would not only bring about more transparency but also speed up the recruitment process.

Khattar said that registration on the portal would commence from Tuesday onwards and would continue upto March 31, 2021. He said that the students who are appearing for 10th and 12th examination this year could also provisionally apply on the portal. Congratulating the people on the Birth Anniversary of Swami Vivekanand which is also celebrated as National Youth Day, he said that the State Government has always been concerned about the welfare of youth and has taken several steps in this direction.

 The Chief Minister said each candidate registering on the portal would be issued a unique ID number on basis of which he or she could apply as per their educational qualification and experience. He said that a separate Common eligibility Test (CET) would be conducted for the Group C and Group D posts and it would be valid for a period of three years. The selection for the Group D posts would be made on the basis of merit of Common Entrance Test (CET) including marks under social-economic criteria and experience, whereas in case of Group C posts, the candidates would also have to clear the departmental examination in addition to the CET. The weightage under socio-economic criteria would not be more than 10 per cent for Group-D posts and 5 per cent for Group-C posts.

He said that One Time Registration Portal would be integrated with the Parivar Pehchan Patra (PPP) and the details of family members of the candidate would be automatically generated while filling up the form. The candidates would also have the facility to update the family details on the portal. If any candidate does not have PPP, he could get it prepared from any nearby authorized centre. He said that as the Parivar Pehchan Patra are issued to Haryana Domicile only; the State Government has decided that those who have been residing in Haryana for the last 5 years would be issued Haryana Domicile certificate. Earlier, this condition was 15 years. For those, whose stay in Haryana is less than five years, temporary domicile certificates would be issued, he added.

Khattar said that the present State Government has eliminated the process of ‘Kharchi and Parchi’ in government jobs which was prevailing in the previous government and has so far provided 80,000 jobs in different departments on merit basis. Apart from this, the government has also scrapped the interview process for Group C and D posts. He said that the present State Government has also implemented Transparent Recruitment Process (TRP) in the Police Department and has recruited 8000-10,000 police personnel in the last six years. Also, the condition of No Objection Certificate (NOC) for applying for higher post in the Departments has also been abolished for the benefit of employees.

The Chief Minister said that to create maximum employment opportunities for the people of Haryana, the State Government has also made a provision of ensuring 75 per cent jobs in the private sector to Haryana youth. Shri Vishwakarma Skill University has been set  up in the State to impart skill training to the youth  to make them employable. Skilling of 12,000 students has so far been made, he added. Apart from this, MOUs have been signed with 50 industries. Under this, students are not only imparted training but also provided employment in the same industries. He said that 577 Rojgar Melas have been organized in the State in the last six years in which 60,800 youth have got employment.

He said that 79,000 employment opportunities have been generated through MOUs with G4S, Uber, Ola and Jaguar Foundation. The State Government has also set up a separate Foreign Cooperation Department to provide job opportunities to the State workforce abroad. Under the State Government scheme to provide passports to students, 6800 passports have been given to the students free of cost. He said that about 1.20 lakh youth have so far been benefited under the Saksham Yuva Yojana implemented with an aim to provide 100 hours work to the educated unemployed youth of the State. A monthly honorarium of Rs 9000 per month and Rs 6000 per month is provided on the basis of educational qualification.
