Haryana Vidhan Sabha Winter Session from Dec 17

The Winter Session of the Haryana Vidhan Sabha has been convened from December 17 and will continue till December 21.

The decision in this regard was taken during the cabinet meeting presided over by Chief Minister Manohar Lal Khattar on Thursday here.

After the meeting, Education Minister Kanwar Pal told the mediapersons that the date fixed by cabinet for the upcoming session would be sent to the Governor and after his approval, a meeting of the Business Advisory Committee of the Vidhan Sabha will be held.

The Government has decided to conduct the Assembly Session from December 17 till December 21. A three-day session has been recommended by the State Government, he said.

The Minister said from December 1, all Government and private schools in Haryana will open with full capacity.  However, the compliance of the Covid-19 protocol will continue as before.  If any problem related to COVID arises again in future, then the Government will take an immediate decision in this regard, he said.

The Minister also informed that an approval was given to Group-B Service Rules 2021 of the Haryana Transport Department by the Cabinet.

For the governance of the service conditions of the employees of the Transport Department and for bringing in efficiency and reforms to meet the needs of this Department, effective and progressive service rules are the need of the hour. Accordingly, the Department has drafted comprehensive service rules for Group B employees. These rules will be called the Transport Department Haryana (Group B) Service Rules, 2021, he said.

Responding to the allegations of opposition regarding cover up of HPSC job scam, he said that while adopting zero-tolerance against corruption, the State Government is providing jobs only on merit basis. Those involved in corrupt practices will never be spared at any cost.

The Vigilance Department has arrested the accused and is conducting a fair inquiry, he said.

The previous Governments may not have taken any action against those involved in corruption in jobs, but the present State Government is taking strict action against such people, the Minister added.

 

Haryana approves five-year MoU with NISG

 

The Cabinet has accorded approval to a proposal to enter into a Memorandum of Understanding between the National Institute for Smart Government (NISG) and the State Government to bring in the experience and expertise from the public and private sector to enhance and improve in-house capacities.

“As the departments are widening their scope of work and reviewing or rationalising the schemes and programmes, the limitation of qualified competent consultants, professionals and experts becomes a challenge to achieve high-quality solutions in a time-bound manner. Therefore, to define the mission, vision and goals for programmes and to formulate the strategy to convert vision into reality, the cabinet approved the proposal to enter an MoU with NISG,” said an official spokesman.

This MoU will be valid for a period of five years from the date of signing which may be extended further upto 5 years by mutual consent of both parties.

As per the MoU, the State Government and NISG may nominate coordinators as nodal officers to represent the parties and promote interface so as to plan, implement, monitor and review the schedules of various activities from time to time. Identify mutually agreed areas of work for projects or assignments to be undertaken, for which individual governing agreements shall be separately entered into by the Haryana Government represented by the concerned Secretaries, Heads of Departments, PSUs, Boards, Organizations, Institutions and Bodies.

The spokesman said the parties may also exchange information and documents related to the collaborative projects as agreed between them, provide updates on programme activities, technology application, development and related work pertaining to cooperative activities pursued under this MoU.

Besides this, the parties shall endeavour to work together to develop and establish a framework for collaboration and cooperation for scope of work including, strategic IT advisory and management consultancy, programme and project management, capacity building and knowledge management, manpower augmentation and talent acquisition, transaction advisory services, support review, preparation and implementation of policies and any other professional services, as per requirements of Government Departments, PSUs, Boards, Organizations,  Institutions and Bodies, the spokesman added.

National Institute for Smart Government (NISG) is a not-for-profit company set up in 2002 by the Government of India (GoI) on the Public-Private-Partnership (PPP) model.

NISG is shaped as an institution of excellence in e-governance to assist Governments for ushering in smart governance, process reforms and digitalisation.
