HARYANA CABINET: Haryana Assembly winter session from Dec 22

The winter session of the Haryana Assembly will commence from December 22, said the Chief Minister Manohar Lal Khattar on Thursday.
 
Khattar also said that for the first time, the panches and sarpanches elected in the recent Panchayat elections will be administered oath by Gram Sanrakshaks in the Gram Sabha meeting to be held on December 3 across the State.
 
Khattar, who chaired a meeting of the Council of Ministers, said that 29 agenda items were passed in the meeting. Under the ‘Haryana Panchayat Sanrakshak Yojana -2021’, Class-I officers serving in various departments have been nominated as Gram Sanrakshak, wherein the officers will help in resolving the problems of the villagers and ensure the holistic development of the village adopted by them.
 
On the Gita Jayanti Mahotsav, Khattar said that he held talks with saints and representatives of various religious organizations in Kurukshetra on Monday and assured cooperation in giving a grand form to Gita Jayanti Mahotsav next year.
 
New Haryana AatmaNirbhar Textile Policy 2022-25 Approved

To give further impetus to the growth of state’s already robust textile sector and provide a comprehensive support framework for the textile industry in the state to grow, innovate and enhance employment opportunities for the State’s youth, the Cabinet approved the new Haryana AatmaNirbhar Textile Policy 2022-25.
 
The estimated budget for the policy is Rs 1500 crores with capping for capital incentive cases. This policy and related schemes will come into operation from the date of its notification in the official Gazette and shall remain in force for a period of three years from the date of its notification.
 
This new policy will supersede the previous Haryana Textile Policy 2019 and aims to promote value-added textile activities with suitable policy interventions to harness the potential of the entire textile value chain in the State, said the government official spokesperson.
 
The new policy aims to foster an ecosystem of self-reliance and innovation by offering a robust incentive framework for backward integration enhanced production of manmade fibres, promoting circular economy, attracting investments in weaving, knitting, processing, readymade garments, apparel making, technical textiles, integrated units, textile parks, textile clusters, etc. with special emphasis on value addition, employment generation and productivity enhancement.
 
State to Introduce Five-Year Vehicle Scrappage Policy

Haryana is all set to introduce a five-year vehicle scrappage policy, formulated in sync with the Voluntary Vehicle Fleet Modernization Programme of the Government of India, to encourage the scrapping of vehicles that have attained the critical age of 10 years in case of diesel and 15 years in case of petrol vehicles.
 
The Cabinet approved the policy draft inspired by the idea of a circular economy that depends on the re-use, sharing and repair, refurbishment, remanufacturing, and recycling of resources to create a closed-loop system by minimizing the use of resources, the generation of waste, the pollution, and carbon emissions.
 
Spokesperson said that the policy will be applicable to all end-of-life vehicles. Under this policy, an incentive-based system will be introduced to facilitate the phasing out the unfit vehicles. Furthermore, disincentives will be utilized to make use of old unfit vehicles — a costly affair.
 
The policy also objectifies an increase in the exchequer by promoting the purchase of vehicles in replacement by motor vehicle owners. Monetary benefit will be given to the buyers of the vehicles to encourage them to scrap their vehicles.
 
Under the policy, the exemption in the Motor Vehicles Tax shall be available to the extent of 10 per cent of the Motor Vehicle Tax chargeable or 50 per cent of the scrapped value as mentioned in the certificate of deposit, whichever is lower. The registration fee rebate will be given to the extent of 25 per cent on the registration of a new vehicle purchased on the basis of the certificate of deposit. After the critical age, a higher fitness fee will be charged on the vehicles as per the Central Motor Vehicles Rules.
 
Environment compensation charge and road risk charge will be charged at the rate of Re one per CC of the vehicle at the time of its fitness testing for vehicles which have completed critical age, respectively. All other transport services like transfer, hypothecation alteration, non-objection certificate (NOC), etc., shall be extended to the vehicles of critical age at a fee rate of Rs 100 more than the fee rate for vehicles other than that of the critical age.

Cabinet Approves Draft of Unlawful Conversion of Religion Rules

Chandigarh: Haryana Cabinet on Thursday accorded approval to the draft of Haryana Prevention of Unlawful Conversion of Religion Rules-2022.

 Spokesperson said that to achieve the objectives and to carry out the provisions of the Haryana Prevention of Unlawful Conversion of Religion Act, 2022, it is necessary to provide the procedure for the implementation of the provisions of the Act. For this purpose, the requisite forms are required to be prescribed apart from the other related procedural provisions. In the absence of providing such procedural provisions, the purpose of the Act cannot be carried out, added the spokesperson.
 
With the objective to provide for prevention of unlawful conversion from one religion to another by misrepresentation, use of force, threat, undue influence, coercion, allurement or by any fraudulent means or by marriage or for marriage and for matters connected therewith and incidental thereto, the Haryana Prevention of Unlawful Conversion of Religion Act, 2022, was enacted by the State Government.
 
The Cabinet also approved a proposal regarding the finalization of Haryana Recovery of Damages to Property during Disturbance to Public Order Rules of 2022. They will come into force on the date of their publication in the official gazette. The Government has enacted the Haryana Recovery of Damages to Property during Disturbance to Public Order Act, 2021, vide notification on April 1, 2021. As per section 24 of Act, the State Government may, by notification, make rules for carrying out the purposes of the Act.
 
For the purpose of implementation of the provisions of the Act, the Haryana Recovery of Damages to Property during Disturbance to Public Order Rules, 2022, are required to be framed under section 24 of the Act.
