Thursday, 26 May 2022 | PNS | Shimla

Time bound completion of Chief Minister’s announcements must be ensured and special focus should be laid on completion of those projects which were nearing completion besides avoiding cost escalation of the projects and also ensure that the people of the area derive benefits of the developmental projects, Chief Minister Jai Ram Thakur said here.

Presiding over the meeting held to review the progress in Chief Minister’s announcements,  Thakur said that all the announcements made by him till April this year must be implemented by the end of June so that the people could be benefitted. He said that major departments must plan at least one mega State level event based on their welfare schemes, adding that proper planning and concept ideas must be developed to organize such events. He said that 16 such events would be organized throughout the State to acquaint the public about the welfare schemes initiated by the State Government besides felicitating the beneficiaries.

Chief Minister said that all the projects nearing completion must be completed by the end of June this year, adding that for this special campaign must be launched. He said that any laxity in execution of projects and implementation of the announcements would be viewed seriously. Thakur said that an effective mechanism should be developed to ensure optimum utilization of unspent money, pointing out that this would not only ensure adequate funds for development but also give boost to the developmental process. He said that although the covid-19 pandemic has affected the pace of development, but still steps must be taken to ensure that all the announcements made by him are achieved well in time. He said that special emphasis must be laid on completion of a few prestigious projects of the State Government.

The CM said that the officers must work with missionary zeal to meet the expectations of the Government and the people of the State, pointing out that the credit of the good work done by the State Government during the last four and a half years also goes to the officers who have worked with commitment and dedication.

Chief Secretary Ram Subhag Singh assured the Chief Minister that effective steps would be taken to meet the deadline for Chief Minister’s announcements and directed the officers to put earnest efforts to fulfill the announcements of the Chief Minister at the earliest.

CM PRESIDES OVER MEETING OF HYDRO ELECTRIC POWER PROJECTS

Chief Minister Jai Ram Thakur while presiding over the meeting regarding issues of Hydro Electric Power Projects (Bonafide Himachali Association) at Shimla, said that the State Government would sympathetically consider the request of the Independent Power Producers to reduce the interest rates of loans taken by them for construction of mini and micro power projects in the State.

He said that presently the State Cooperative Bank was providing loan to the power producers at an interest rate of 10.50 percent, which earlier was 13.75 percent. He said that keeping in view the financial constraints being faced by the power producers, he urged the Bank to sympathetically consider their demand to further lower the interest rate of the loan amount.  Thakur said that the State Government loan term be increased from the existing 30 years to 40 years in order to facilitate the independent power producers, adding that the request of the Independent Power Producers before the Bank to consider One Time Settlement (OTS) or outright sale would be also considered sympathetically.

Power Minister Sukh Ram Chaudhary also urged the Chief Minister to reduce the rate of interest on the loans provided by the State Cooperative Bank to facilitate the Independent Power Producers of the State. He said that the issue of converting the un-serviced interest into Funded Interest Term Loan (FITL) at a rate of zero percent interest would also be considered sympathetically.
