Police dispersed about 100 demonstrators in Congo's eastern town of Beni on Monday, a day after UN peacekeepers returning to duty killed three people and wounded more than a dozen at the border with Uganda.   Dalzon Mikundi, president of the Beni Urban Youth Council, said they want the UN to cover medical care for the victims wounded by peacekeepers amid demonstrations demanding that the UN force leave Congo.   Tensions between the population in restive eastern Congo and the UN peacekeeping force have risen dramatically in the past week or so, with more than 20 killed in protests calling for the force to leave.  On Sunday, UN peacekeepers opened fire on civilians in Kasindi, a border town with Uganda in Congo's North Kivu province.

 "I call on the youth of Beni to put pressure peacefully and not to fall into vandalism," said Mikundi. "I also call on our government to play its role well in securing its population so as not to rely on foreign forces."

 UN Secretary-General Antonio Guterres said he was outraged by the shooting in Kasindi and he offered an apology to Congo's prez Monday.

 "The Secretary-General is both saddened and dismayed by the loss of life and serious injuries sustained during this incident. He expresses his deepest condolences to the affected families, the people of the DRC (Congo) and the Congolese government," a UN statement said.

 Guterres also welcomed investigations into the incident and said the peacekeeper's nation has been contacted to quickly begin "judicial proceedings with the participation of victims and witnesses so that appropriate sanctions can be handed down."

 UN deputy spokesman Farhan Haq said the secretary-general spoke to President Félix Tshisekedi of Congo on Monday morning and apologised for Sunday's incident and conveyed his condolences.

 To bring about stability in eastern Congo, he said, "effective dialogue" is needed and for that to happen the UN demands "the unconditional withdrawal of the M23 group" and calls on all armed groups to cease all forms of violence.

 Guterres said the UN is totally committed to coordinating and working with the Congolese armed forces.

 Meanwhile, the UN mission in Congo paid homage on Monday in Goma to the soldiers killed amid demonstrations last week in Goma, Butembo and other places in eastern Congo. The head of the UN Congo mission Bintou Keita, as well as Jean-Pierre Lacroix, UN Under-Secretary-General for Peace Operations, attended the ceremony.

 The federal government sent a delegation to Goma over the weekend to visit the UN facilities and meet with the protesters to find a solution to the crisis. (AP)

Palestinians say 1 killed during Israeli raid in West Bank

    Jerusalem, Aug 2 (AP) At least one Palestinian was killed and another wounded during an Israeli military raid in the occupied West Bank town of Jenin, the Palestinian Health Ministry said.

 The military said security forces arrested two suspects and confiscated a handgun, ammunition and cash during the raid late on Monday. It said the troops came under fire when they entered Jenin's refugee camp and shot back at the gunmen. No security forces were harmed in the operation, it said.

 The Health Ministry did not provide further information on the deceased.

 Israeli forces have carried out regular operations into Jenin in recent months that the military says are aimed at dismantling militant networks in the wake of several deadly attacks inside Israel. The raids often ignite gunbattles with Palestinian militants.

 Islamic Jihad, a Palestinian militant group that has carried out dozens of attacks on Israelis over the years, said the raid targeted one of its leaders in Jenin, Bassam al-Saadi, It was not immediately clear if al-Saadi was arrested or wounded. The group said it was going "on alert" and raising its readiness in response.

 Jenin, home to a large refugee camp, has long been seen as a bastion of Palestinian militancy.

 Israel captured the West Bank in the 1967 Mideast war and has built more than 130 settlements across the territory that are home to nearly 5,00,000 Jewish settlers. The Palestinians want the West Bank, home to some 3 million Palestinians, to form the main part of their future state.

 The last serious peace talks broke down more than a decade ago.
