Chief minister Pushkar Singh Dhami spoke in detail on various works in Uttarakhand while attending the Bharatiya Janata Party chief ministers’ council meeting presided over by Prime Minister Narendra Modi in New Delhi on Sunday.

Dhami said that considering the need for urbanisation in the State a target of establishing about 12 new cities has been set. As part of this, a proposal for building a 3,000 acre city in Kichha Tehsil of Udham Singh Nagar district has been sent to the Central government. This will facilitate direct investment of about Rs 15,000 crore and generate 25,000 employment opportunities, the CM said.

He said that due to considerable efforts in 13 flagship schemes, 100 per cent target has been achieved in PM Awas Yojana, Ayushman Bharat, PM Kisan Samman Nidhi, soil health card, Kisan credit card (fisheries) and Svamitva scheme. Against a target of 975 Amrit Sarovar given by the Centre to the State, 1,149 have been completed to achieve about 125 per cent progress. The targets in PM Jeevan Jyoti scheme, Atal pension scheme, PM Gramya Sadak Yojana and Kisan credit card (agriculture) have been nearly achieved.

The State government has started Sashakt Uttarakhand@25 mission under the Centre’s guidance. Under this mission, the State is aiming to double its GSDP in the next five years with McKinsey Global being made the consultant for this purpose. Under this mission, a tourism policy has been promulgated to facilitate about Rs 10,000 crore direct investment in the tourism sector in the next two years along with generation of 40,000 employment opportunities. Similarly, focus is also being laid on 10 knowledge parks and development of basic infrastructure. New Dehradun capital area and Har Ki Paidi-Rishikesh corridor redevelopment are major aspects of this plan, said Dhami.

The CM further said that in order to develop an atmosphere conducive to investment in the State, about 500 compliances have been decreased for industries in the past five years. As a result, the DPIIT ranking of Uttarakhand has improved from 22nd in 2016 to aspiring leader category at present. The State government is analyzing about 1,291 laws related to industries out of which various departments have given their consent for ending 393 laws. He informed that the single window system has been set up in the State wherein 154 services of 35 departments are being provided through a single portal. All these efforts have developed an atmosphere conducive to investment due to which about Rs 51,000 crore has been invested during the past five years in Uttarakhand, he said.

Dhami said that as part of efforts to double the income of farmers, poly houses are being distributed to all farmers along with Rs 300 crore capital subsidy. This is aimed at enabling Uttarakhand to emerge as a major off season vegetable centre in north India. He also spoke about skill development efforts under which foreign placement agencies have been empanelled to facilitate jobs abroad in nursing, day care, cooking, hospitality and security for the State’s youths. About 50,000 youths of Uttarakhand are expected to get jobs abroad in the coming years which will boost the State’s economy by about Rs 10,000 crore per annum, said Dhami.
